The Program Analyst supports the programs in the Housing Services Department to achieve and maintain compliance with all internal agency requirements, external funder requirements, and operating budgets. Under the direction of the Housing Compliance Manager, this position is responsible for assisting with funding applications, contract compliance, data and client file reviews, budget maintenance, data collection, data reporting, client records, and staff training. This position works closely with Housing Directors, Supervisors, and the Finance Department, to achieve agency compliance goals.
What you Deliver
- Thoroughly understands program requirements by studying all relevant governing materials (Contracts, CFR’s ect)
- Supports staff with knowledge of agency and funder requirements and provides training as needed assists the Housing Compliance Manager to monitor contracts for compliance with all requirements including achieving financial and performance goals.
- Engage with relevant staff to ensure contract deliverables are achieved and deadlines are met.
- Assists programs to prepare for, perform, and improve results of Housing Program Compliance file reviews. Audits electronic and paper client records for accuracy and completeness
- Collaborate with Housing programs to update forms, procedures, and/or program operations manuals as needed.
- Recommend and create training to support compliance goals.
- Collect and maintain department-relevant information and documents in a shared location.
- Assists the Manager, Housing Compliance r to develop and implement procedures for measuring program outputs and outcomes.
- Assists in preparing timely, accurate reports as required by the agency and each program's awards or contracts, including internal monthly performance reports (PIR), regular funder reports, and annual United Way and CCUSA reports.
- Collect, compile, and analyze program data as requested. Review and conduct data checks for accuracy.
- Assists the Manager, Housing Compliance to prepare project budgets and budget amendments in close coordination with Program Directors and Supervisors. Supports annual agency budgeting process.
- Reviews monthly general ledgers and grant billings for accuracy, reports any discrepancies, and works with program and Finance staff to complete any corrections.
- Performs other duties as assigned.

QualificationsThe Expertise We're Looking For
- Bachelor’s Degree in human services, business administration, accounting, or related field
- One (1) year of experience working with databases, reporting and analysis.
- Valid Texas Driver’s License

- Proficient in Microsoft 365 suite (including Outlook, Word, Excel, PowerPoint, Teams, OneDrive, and SharePoint) and client electronic record databases (such as ETO and ClientTrack)
