This is a promotional posting open to permanent classified employees currently employed at the Louisiana Housing Corporation.

We are seeking an experienced and highly motivated Housing Finance Deputy Administrator to join our team. The ideal candidate will bring strong financial expertise, proven leadership skills, and a commitment to supporting sustainable, equitable housing initiatives. This role is responsible for overseeing financial operations, managing complex housing budgets, analyzing funding opportunities, ensuring regulatory compliance, and providing strategic guidance to support long-term program success.

Examples of duties

Eight years of experience in multi-family loan processing, residential lending, or property appraisal; housing block grants work, compliance programs, urban or regional planning, public housing management, financial management in a Section 8 program, or administrative services; OR

Six years of full-time work experience in any field plus five years of experience in multi-family loan processing, residential lending, or property appraisal; housing block grants work, compliance programs, urban or regional planning, public housing management, financial management in a Section 8 program, or administrative services; OR

A bachelor's degree plus five years of experience in multi-family loan processing, residential lending, or property appraisal; housing block grants work, compliance programs, urban or regional planning, public housing management, financial management in a Section 8 program, or administrative services; OR

An advanced degree in business or public administration, economics, finance, accounting, marketing, or quantitative business analysis plus four years of experience in multi-family loan processing, residential lending, or property appraisal; housing block grants work, compliance programs, urban or regional planning, public housing management, financial management in a Section 8 program, or administrative services.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Supplemental information

Job Duties:

  • Direct the Community Development Block Grant – Disaster Recovery (CDBG-DR) Multifamily Department with primary oversight and management of CDBG-DR Piggyback/Multifamily Programs.
  • Direct and supervise LHC employees and contract employees, and will be a liaison between the LHC and certain executive and senior staff at Office of Community Development – DR (OCD-DR).
  • Provide oversite and direction of CDBG-DR Multifamily Department staff in assessing new and ongoing large multi-million dollar programs associated with 2016 Great Floods and 2021 Hurricanes.
  • Supervise the day-to-day operations of over $1 billion in CDBG-DR multifamily programs; manage the development of guidelines, policies and procedures and other various state housing programs ensuring compliance with CDBG federal regulations, Action Plans and Amendments.
  • Perform consultative and contract management; implement CDBG-DR program concepts; execute programs to include mitigation measures against future disasters, with an emphasis on compliance with FORTIFIED certification.
  • Direct the monitoring and evaluation of local governments, sub-recipients and/or grantees administering Disaster Recovery Housing Programs to ensure accountability with state and federal regulations.
  • Perform review of records, reports, and financial statements; ensure appropriate procurement procedures are followed as applicable to the proposed scope of work outlined within contractual agreements required for various housing related projects.
  • supervises all multifamily close outs funded by Katrina/Rita, Flood, and 2021 storm activities and works closely with OCD-DR policy and accounting team to complete close out procedures.
