The Fairfax County Department of Housing and Community Development works in partnership with the Redevelopment and Housing Authority to serve the people of Fairfax County by creating housing opportunities to promote inclusive and thriving communities. This position plays a critical role in ensuring financial and audit compliance across the agency's rental housing, loan, and bond portfolios.

Key responsibilities include the following:

  • Manages financial and audit compliance across the entire rental housing property portfolio, loan portfolio, and bond portfolio. This includes identifying compliance issues, coordinating resolutions, and ensuring adherence to federal, state, and local regulations.
  • Reviews regular reporting and maintain compliance tracking tools to monitor organizational compliance and support reporting obligations. Coordinates with leadership on recommendations and corrective actions.
  • Leads quality assurance activities, including random sample-based reviews of monthly reports, audit files, and corrective action plans. Prepares written and oral presentations summarizing findings and improvements.
  • Assists with ongoing audit, financial analysis, and reporting requirements, creating trackers and coordinating with internal staff and third-party partners
  • Coordinates with staff in the Real Estate Finance Development, and Rental Housing Divisions, as applicable, for review on rental housing and loan portfolio ongoing activities, construction draws requisitions, loan disbursements, and ongoing financial tracking of ground leases, bond or loan monitoring fees, and audit compliance documents such as grant or loan annual reporting activities.
  • Maintains legal entity compliance, including State Corporation Commission filings and trustee account documentation for partnership property entities. Works closely with property management companies to resolve compliance issues.

This position performs in the assigned functional areas of finance, accounting, public administration, business administration, economics, compliance, law, and/or a related analytical field.

Supplemental information

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; plus four years of professional work experience within the functional area.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to the position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in finance, accounting, public administration, business administration, economics, or a related analytical discipline.
  • A master’s degree or certification in compliance or public finance is preferred.
  • Four to six years of progressive experience in field of public sector or government financial operations, quality assurance or compliance review, or housing program administration.
  • Proficient in producing customized financial reports, analyzing data, and utilizing advanced Excel functions and financial management systems to create and present management reports.
  • Strong communication and collaboration skills, with the ability to explain complex financial information and build effective working relationships to achieve shared financial and programmatic goals across various stakeholders.

PHYSICAL REQUIREMENTS:

  • Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer.
  • Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight.
  • All duties performed with or without reasonable accommodations.
