About DESC:

Recognized nationally as an innovator and leader in developing solutions to homelessness, DESC is a social services organization, supportive housing operator, and licensed behavioral health treatment provider focused on meeting the needs of people experiencing long-term homelessness and living with complex behavioral health and other medical conditions. Approximately 3,000 people are actively receiving services from DESC at any given point in time. DESC operates five shelter/emergency housing programs,19 permanent supportive housing facilities with over 1,750 units, several hundred additional scattered site apartments, and a range of behavioral health services including outpatient mental health and substance use disorder treatment, residential crisis stabilization, street outreach, mobile crisis response, and treatment for opioid use disorder.

The DESC Housing Developer is responsible for project management encompassing all aspects of housing development from site acquisition to placed-in-service. DESC has multiple projects under development at the same time to include new capital investments and renovation/rehabilitation of existing properties. Capital investments are typically funded through tax credit financing. DESC operates over 1,000 units of supportive housing throughout Seattle for our community's most vulnerable adults - particularly for those disabled by serious mental and/or addictive illnesses.

MAJOR DUTIES AND RESPONSIBILITIES:

• Assist Senior Housing Developer to evaluate new sites for developability and manage acquisition activities as DESC’s representative.
• Assist Senior Housing Developer to maintain an overall project schedule, including milestones and strategic updates to overall project trajectory (cost estimates, bidding, etc.).
• Assist with coordination of professional consultants to provide services in connection with the design, planning and costing.
• Frame relevant program-driven design questions and liaison with internal program staff to answer.
• Coordinate with Field Manager as required for items including design decision making, construction methods and strategies, etc.
• Assist Senior Housing Developer to develop financing strategies and explore new financing models using a range of federal and local tools. Develop and manage project accounting documents including processing draw requests to lender/funders. Knowledge of tax credit financing modeling and structure.
• Assist with development of permit strategy and schedule, select architect and engineers (soils, civil, mechanical, etc.), evaluate cost estimate and value engineering options.
• Monitor the GC's compliance with federal, state and local policies including bidding, green building goals and wage/employment requirements, Manage the use of the contingency. Review and approve change order proposals while considering both the project’s financial risk and the long-term operational impact.
• Assist with preparation of local funding applications to include: City of Seattle, King County, Department of Commerce. Applications may include private or public investors such as Enterprise or FHLB.
• Manage the close out process with public funders.
• Participate in affordable housing discussions at a community level with groups such as the Housing Development Consortium of Seattle-King County with particular attention to issues that impact supportive housing development.
• Other duties as assigned.

Requirements

MINIMUM REQUIREMENTS:

• Relevant Bachelor’s degree or 3+ years of highly relevant job experience.
• 1+ years of prior experience with the preparation of funding capital and operating/service applications
• Valid Washington State Driver’s License and insurable driving record.
• Ability to communicate and work effectively with staff from various backgrounds.
• Ability to work effectively with clients displaying a wide range of unpleasant and/or bizarre behavior.
• Subscribe to the philosophy of cooperation and continuity across programs and of consideration and respect for clients.

PREFERRED REQUIREMENTS:

• 1+ years of tax credit financing experience, 9% funding model preferred.
• 1+ years of local public capital funding experience, such as Seattle Office of Housing, King County, Department of Commerce
• Experience with the management of closing contracts with capital funders and development of operational and capital budgets.
• Prior experience working in the nonprofit real estate community.
