INTRODUCTION:

This position is responsible for supervision of managers that are responsible for the Low Rent and Homeownership programs. Incumbent will ensure the following: coordination and follow through on collection of monthly houses, land lease, rental and other housing related payments owed the Tribe; unit inspections, follow-up inspections, enforcement of lease and policy violations; monitoring of program budgets, and waiting lists; processing termination notices, including representing the Department in Tribal Court. Incumbent keeps the Director informed of all supervised program activities and related problems.

DUTIES:

  • Responsible for Tenant Account Receivables (TAR’s) and information entered into Kanso.

Coordinate with Accounting to provide accurate and timely transaction information.

  • Assists in preparation of Housing Department operating budgets.
  • Interpret and oversee enforcement Housing department leases and policies consistently and fairly.
  • Assist in preparation of complex Federal Indian Housing Plan / Annual Performance Report documents.
  • Assist with developing management strategy for Housing Department.
  • Assist with developing community development plans.
  • Periodically monitor all waiting lists.
  • Support and facilitate staff development, encourage a respectful working and learning environment and conduct performance evaluations and personnel action notices on program staff.
  • Analyzes and develops methods of improving work measurements or performance standards.
  • Participate in the development and modification of policies and procedures related to housing issues
  • Support a positive and congenial working relationship between residents, housing staff, administration and Tribal government.
  • Other duties as assigned.

Requirements

REQUIREMENTS:

A bachelor’s degrees in business administration or related field with three years’ experience in Indian housing, with at least two years of supervisory experience -OR- High School Diploma or GED with eight years’ work experience in the housing industry with three years Indian housing experience working with low-income Indian families and four years supervisory experience -OR- an equivalent combination of education and work experience.

Knowledge of:

  • Kanso software data entry preferred.
  • Relevant Tribal, state, and federal housing laws, codes and regulations (preferred).
  • Budget preparation and cost tracking
  • Construction planning, financing, and contract administration (preferred)
  • Native American Housing Assistance and Self-Determination Act implementing regulations.
  • Good organizational skills and command of the English language both orally and in writing.

Ability to:

  • Be respectful and sensitive to the values and culture of the Siletz People.
  • Independently plan and schedule work activities and organize and prioritize projects to meet deadlines while maintaining accuracy and attention to detail with minimum supervision.
  • Tracking budgets with MS Excel spreadsheets, MS Word and HDS Doorways.
  • Draft correspondence with knowledge of correct punctuation, capitalization, spelling, grammar and proofreading and editing skills.

Other:

  • Must possess an Oregon Driver’s License and be eligible to drive a GSA vehicle.

The Siletz Tribal Gaming Commission is responsible for the regulation of Chinook Winds Casino Resort and any other gaming activities within the Tribe's jurisdiction. The Tribal Council has delegated its authority to regulate Tribal gaming activities pursuant to applicable laws and regulations to the Siletz Tribal Gaming Commission by resolution adopting the Tribal Gaming Charter, pursuant to the Tribe's Tribal/State Compact for the regulation of Class III gaming with the State of Oregon. The Siletz Tribal Gaming Commission's regulatory authority extends over all Tribal gaming operations, including the activities of the Tribal Council in its gaming operation oversight role as set forth in the Tribal Gaming Charter.
