The City of Anaheim is seeking an accomplished, collaborative, and strategic Housing Authority Manager to lead one of the City’s most critical housing functions and advance housing stability for Anaheim residents.

Reporting to the Housing Services Manager or assigned designee, the Housing Authority Manager provides leadership and management oversight for the City of Anaheim Housing Authority’s rental assistance programs and related housing initiatives. This highly visible leadership position is responsible for the planning, administration, compliance, and continuous improvement of complex federally assisted housing programs, including the Housing Choice Voucher (HCV) Program, Project-Based Voucher (PBV) Program, and other rental assistance programs.

The Housing Authority Manager leads a team of approximately 40 supervisory, professional, technical, and administrative employees and works closely with senior leadership, City departments, elected and appointed officials, developers, nonprofit organizations, community partners, and federal, state, and local agencies. The position plays a key role in ensuring housing assistance programs are effectively administered, financially sound, compliant with applicable regulations, and responsive to the evolving needs of the community.

THE IDEAL CANDIDATE

The City is seeking a seasoned housing professional who combines deep technical expertise with strategic leadership, sound judgment, and exceptional interpersonal skills. The ideal candidate will be an approachable and collaborative leader who can navigate the complexities of federally assisted housing, inspire and develop staff, and build strong partnerships across the organization and community.

The ideal candidate will bring:

  • Housing Program Expertise – Extensive experience managing Housing Choice Voucher, Project-Based Voucher, and other federally assisted housing programs, with a strong understanding of HUD regulations, compliance, and program integrity.
  • Strategic Leadership – The ability to translate organizational priorities into effective strategies, manage complex operations, anticipate challenges, and drive continuous improvement.
  • People Leadership – A proven ability to build trust, develop staff, foster teamwork, and create a culture of accountability, collaboration, and professional growth.
  • Financial & Program Management – Experience managing complex budgets, funding sources, contracts, grants, and public resources.
  • Affordable Housing Knowledge – Experience with affordable housing development and the implementation, lease-up, and ongoing administration of Project-Based Voucher developments.
  • Communication & Collaboration – Exceptional communication skills and the ability to build effective relationships with executive leadership, elected officials, government agencies, developers, community partners, employees, and residents.
  • Judgment, Integrity & Political Acumen – Strong analytical and problem-solving skills, political and organizational acumen, and a commitment to ethical, transparent, and equitable public service.

Qualifications

Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities are as follows:

Experience: Responsible experience in the management of housing authority programs including supervision and development of supervisory, professional, technical and clerical employees. Bilingual skills desirable.

Knowledge of: Operational characteristics, services and activities of multiple, complex housing programs; organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs; modern and complex principles and practices of program development and administration; public housing theory, principles and practices and their application to a wide variety of housing authority programs; policies and procedures of Section 8 rental assistance, Home Investment Partnership Act (HOME), Housing Opportunities for Persons with AIDS (HOPWA) or the Emergency Shelter Grant and other federal, state and local laws, regulations and codes including applicable Housing and Urban Development guidelines; methods and procedures of program auditing and contract management; basic computer programs and software used in a housing authority environment; public financing and accounting principles; financial reporting requirements and regulations governing the use of public funds; municipal and housing authority budgeting principles, practices and requirements; and supervisory principles and practices.

Ability to: Manage and coordinate the work of supervisory, professional, technical and clerical personnel; select, supervise, train and evaluate staff; provide administrative and professional leadership and direction for the Housing Authority; prepare program applications according to specifications; interpret and explain City housing policies and procedures; recommend and implement goals, objectives and practices for providing effective and efficient housing assistance services; prepare and administer large and complex budgets; prepare clear and concise administrative and financial reports; analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; research, analyze and evaluate new service delivery methods, procedures and techniques; interpret and apply Federal, State and local policies, procedures, laws and regulations; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work including City and other government officials, community groups and the general public.

License/Certification Required: Possession of an appropriate, valid driver’s license.
