The Hospital Head of IT (EMR Specialist) will provide strategic and operational leadership for the hospitals entire information technology ecosystem, with primary responsibility for Electronic Medical Records (EMR) systems and digital health infrastructure.
The role ensures full compliance with Nigerian healthcare regulations, patient data protection laws, and international health information standards, while driving digital transformation across clinical, diagnostic, and administrative functions.
The successful candidate will play a critical role in ensuring secure, efficient, and integrated health information systems that enhance patient care delivery and operational excellence.
Develop and implement the hospitals IT strategy aligned with corporate and clinical objectives.
Lead digital transformation initiatives across clinical and non-clinical departments.
Provide executive-level advisory support on health informatics and digital healthcare innovations.
Prepare and manage IT budgets, procurement plans, and vendor negotiations.
Establish IT governance structures and performance monitoring systems.
Lead the implementation, optimization, and continuous improvement of EMR systems.
Ensure seamless integration between EMR and:
Laboratory Information Systems (LIS)
Radiology Information Systems (RIS)
Picture Archiving and Communication Systems (PACS)
Pharmacy systems
Billing and ERP systems
Telemedicine platforms
Maintain 99%+ system uptime for critical hospital systems.
Oversee data migration, upgrades, patch management, and end-user training.
Monitor system performance and ensure user adoption across departments.
Ensure compliance with:
Nigeria Data Protection Act
Federal Ministry of Health digital health guidelines
Medical and Dental Council of Nigeria data handling standards
Hospital accreditation and quality assurance requirements
Additional responsibilities:
Enforce strict patient data confidentiality protocols.
Develop and implement IT policies, SOPs, and disaster recovery plans.
Prepare for regulatory audits and digital compliance inspections.
Develop and lead the hospitals cybersecurity strategy and enterprise risk assessments.
Implement firewalls, intrusion detection/prevention systems, encryption protocols, and automated backups.
Conduct periodic vulnerability assessments and penetration testing.
Ensure secure remote access systems and access control policies.
Monitor cybersecurity threats and incident response procedures.
Oversee servers, cloud infrastructure, and hybrid systems architecture.
Manage hospital-wide networking, connectivity, and medical equipment integration.
Ensure redundancy and high availability of mission-critical systems.
Supervise hardware lifecycle management and asset tracking.
Lead IT helpdesk and user support operations.
Supervise IT staff, system administrators, and health informatics officers.
Establish KPIs and performance metrics for the IT department.
Conduct ongoing EMR and digital systems training for clinical staff.
Promote a culture of accountability, cybersecurity awareness, and continuous improvement.
Bachelors degree in Computer Science, Information Technology, Health Informatics, or related discipline.
Masters degree (MBA, Health Informatics, or IT Management) is an added advantage.
Minimum of 7–10 years progressive IT experience.
At least 4 years in a hospital or tertiary healthcare environment.
Proven hands-on experience managing EMR systems in a large healthcare setting.
Strong understanding of healthcare interoperability standards such as HL7 and FHIR.
Experience managing IT audits and regulatory compliance processes.
