Job Description

POSITION: Homebound Teacher

LOCATION: Pocahontas County Schools

CLASSIFICATION Professional

REPORTS TO: Director of Student Services, Director of Special Education, and/or Principal

EVALUATION: Evaluations conducted as defined in West Virginia Board of Education Policy 5310 and PCBOE Policy 3220.

FLSA STATUS: Exempt

CONTRACT: As Needed Assignment

SALARY: County approved hourly rate for homebound instruction, as established by the Pocahontas County Board of Education.

Term of employment: Effective for the 2025-2026 school year. Employment is contingent upon student eligibility for homebound services and availability of assignments.


Pursuant to WV Code §18A-1-1:

"Classroom teacher" means a professional educator who has a direct instructional or counseling relationship with students and who spends the majority of his or her time in that capacity.

Under the direction of the appropriate administrator, the Homebound Teacher provides instructional services to students who are unable to attend school due to medical, behavioral, or other approved circumstances. The Homebound Teacher delivers standards-based instruction aligned with the West Virginia College- and Career-Readiness Standards, collaborates with school personnel and families to ensure continuity of learning, monitors student progress, and facilitates successful transitions between homebound services and the school setting when appropriate.

The Homebound Teacher performs duties consistent with the expectations of a professional educator as defined by West Virginia Code, West Virginia Board of Education policy, and county board policy.

QUALIFICATIONS

  • Valid West Virginia teaching certification appropriate for the assigned grade level and/or content area.
  • Preferred certification or experience in Special Education.
  • Criminal background check conducted pursuant to WV Code §18A-3-10

ADDITIONAL MINIMUM REQUIREMENTS

  • Applicants who have recent unsatisfactory evaluations will not be considered eligible for consideration.
  • Applicants who demonstrate unsatisfactory interview performance are not eligible for consideration.
  • Applicants who receive unfavorable reference recommendations will not be eligible for consideration.
  • Applicants who have been dismissed or who have had their contracts non-renewed for cause by another school district are not eligible for consideration.

ESSENTIAL DUTIES

Planning and Preparation

  • Demonstrating Knowledge: Demonstrates current knowledge of assigned content, curriculum, instructional best practices, and applicable state standards. Understands the unique needs of students receiving homebound services and adjusts instruction accordingly.
  • Designing Instruction: Develops and implements individualized instructional plans that align with classroom expectations, course requirements, and academic goals established by the student's school and teaching staff.
  • Assessing Student Learning: Utilizes formative and summative assessments to monitor student progress, provide feedback, and communicate academic performance to appropriate school personnel.
  • Understanding Students: Demonstrates knowledge of students' strengths, interests, educational needs, and circumstances impacting attendance in order to provide effective and individualized instruction.

Learning Environment

  • Creating a Respectful Culture: Establishes and maintains positive working relationships with students, families, and school personnel while creating a safe, supportive, and productive learning environment.
  • Managing Student Behavior: Maintains appropriate expectations for student participation and engagement consistent with school policies and procedures.
  • Organizing Instructional Services: Schedules and delivers instructional services at a mutually approved location and time. Services may occur before, during, or after regular school hours as determined by student needs and administrative approval.
  • Ensuring Safety: Implements and enforces appropriate safety procedures consistent with district, state, and federal guidelines..

Instruction

  • Engaging Students in Learning: Provides instruction designed to maintain academic progress during periods of absence from the regular school setting. Utilizes a variety of instructional methods, resources, and technologies to support student learning.
  • Communicating Clearly: Provides clear explanations, directions, and instructional feedback. Communicates student needs and instructional progress with appropriate school personnel.
  • Providing Timely Feedback: Monitors assignments, evaluates student work, and provides timely feedback to students, families, and school staff.
  • Demonstrating Flexibility: Adjusts instructional methods, pacing, and materials to meet individual student needs and changing circumstances.

Professional Responsibilities

  • Reflecting on Teaching: Continuously evaluates instructional effectiveness and student outcomes to improve educational services.
  • Collaborating with Colleagues: Works closely with principals, classroom teachers, special education personnel, counselors, school nurses, and other staff to obtain instructional materials, coordinate assignments, and support student success.
  • Communicating with Families: Maintains regular professional communication with parents and guardians regarding scheduling, instructional activities, student participation, and academic progress.
  • Supporting Student Success: Assists in maintaining continuity of educational services for students receiving homebound instruction. Implements accommodations, modifications, and supports as appropriate and consistent with educational plans, including IEPs and Section 504 plans when applicable.
  • Maintaining Records: Submits required documentation of instructional services, including dates of service, hours worked, instructional activities completed, student progress, and other records required by the district.
  • Demonstrating Professionalism: Adheres to all West Virginia Code provisions, district policies, ethical standards, confidentiality requirements, and professional expectations.

Additional Duties and Responsibilities

  • Coordinating Instructional Services: Works with appropriate staff members to identify instructional materials, assignments, assessments, and strategies needed to support student learning.
  • Facilitating School Connections: Assists in maintaining communication between the student, family, and school to support educational continuity and school involvement whenever possible.
  • Performing Assigned Responsibilities: Carries out other duties and responsibilities as assigned by the Superintendent or designee in support of the educational mission of the district.

The position requires the individual to meet multiple demands from several people and interact with the public and other staff members.
