Summary

RESIDENCY: Candidates must have been legal residents of the following jurisdiction(s) for at least four months immediately preceding the date of the application:

  • Livingston County

This position involves responsibility for establishing eligibility for the Home Energy Assistance program. The work involves the review and evaluation of applications and direct interviews with applicants. This work is performed on a seasonal basis so that this employee will be assigned to work in other clerical areas on the off seasons. Work assignments may involve clerical, data processing or account keeping functions. The work is performed under general supervision of a higher-level employee within the assigned work area. A Home Energy Assistance Examiner does related work as required.

Examples of duties

  • Operates a typewriter and/or computer in performing duties described below;
  • Meets with applicants and advises about the Home Energy Assistance program;
  • Interviews applicants both in person and on the phone;
  • Evaluates a client's financial records to determine eligibility for Home Energy Assistance;
  • Verifies eligibility by documenting financial information provided by applicants;
  • Prepares and computes budget for the applicant;
  • Assists in verifying and reconciling account balances;
  • Communicates with providers and vendors to ensure timely benefit delivery; and
  • Performs other related duties.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of Federal and State laws and programs as they affect eligibility for Home Energy Assistance; working knowledge of modern methods of keeping and reviewing financial accounts and records; ability to deal effectively with others; ability to analyze facts obtained and use facts in making judgments regarding eligibility; ability to understand and follow directions; good powers of observation and perception; initiative; tact; good judgment; emotional maturity; physical condition commensurate with the demands of the position.

Qualifications

Applicants must meet all requirements for one of the following qualification options in order to be approved for examination and/or appointment:

  • Graduation from high school or possession of a high school equivalency diploma.
  • Graduation from high school or possession of a high school equivalency diploma.

General experience

  • One year of full-time, paid experience in examining, investigating or evaluating claims for assistance, benefits, insurance or similar program operating under established criteria for eligibility.
  • Two years of full-time, paid experience in a clerical position involving Accounts Payable, Accounts Receivable or bookkeeping, which shall include typing or word processing.

PROVISIONAL APPOINTMENT NOTICE: An individual who receives a provisional appointment must take the examination for the position title on the next occasion it is offered. In order to be eligible for a permanent appointment to the position, the provisional appointee must pass the exam and be ranked 1, 2, 3, or be tied in score with the individual ranked number 3 of those who are willing to accept appointment to the position. It should be understood that even if the provisional appointee is eligible for appointment, the employer may choose another candidate to fill the position on a permanent basis.
