The Division of Sidewalk and Inspection Management's Office of Emergency Response Unit (OER), is a 24/7 operation that is dedicated to the resolution of any incident or crisis that threatens the structural integrity or impedes public safety or the free flow of people and goods utilizing the transportation infrastructure systems within the city of New York. OER consists of four sub-Units: The Communications Center, Emergency Response, Radio Repair and Maintenance, and Emergency Planning and Preparedness.

The Office of Emergency Response performs the unique task of immediately responding to and correcting a multitude of infrastructure conditions, at times of an emergency nature and during inclement weather that endangers the vehicular, bicycling and pedestrian transportation network. Candidate must be able to work independently with minimal supervision to complete tasks of emergency bridge, arterial or roadway maintenance & repair work with asphalt or back fill of depressions and excavations as needed; Install, repair or remove signs on highways, city bridges and streets. Candidate must have some knowledge or background operating motorized vehicles, tow equipment and various attachments. The candidate will patrol Citywide arterials; perform general laboring tasks, restoration of plumbers cuts, install, repair fences, guide/guard rails and cut out defective areas for patching. Familiarity in the use of various hand, electrical, gas and power tools. At times it may be necessary for the candidate to secure a scene with various safety apparatuses, equipment, and signage and work in confined/small spaces in an isolated/remote location for long periods of time. Prepare various reports written and electronically. Be able to monitor Radio Frequencies, answer Radio calls according to Federal Communication Commission and OER Standard Operating Procedure. Transmit information to Communication Center and field personnel via 2 way radio system. Coordinates with city, state and contractors while organizing intra-agency response to incidents and emergencies. Assist DOT with citywide Vision Zero initiatives including crash investigation incidents. Participate in training sessions as necessary. May be required to work unscheduled or extended tours as needed on weekends or holidays.

Qualifications

Qualification Requirements

1. Three years of full-time experience as an Assistant City Highway Repairer; or

2. Three years of full-time experience acquired within the last 5 years in roadway maintenance and repair using asphalt and concrete mixes, performing the functions of a Highway Repairer; or

3. Education and/or experience equivalent to "1" or "2" above.

License Requirement

At the time of appointment, candidates must possess a Class B Commercial Driver License valid for air brakes, valid in the State of New York. This license must be maintained for the duration of employment.
