THIS IS AN INTERNAL POSTING FOR CURRENT SOUTH CAROLINA HIGHWAY PATROL (SCHP) OFFICERS ONLY.

This position serves Statewide Operations.

Serves as the South Carolina Department of Public Safety (SCDPS) assistant coordinator for all SCDPS Special Operations within the agency. Supervises and assists in the training of the Department's Advanced Civil Emergency Response Team (A-CERT), Civil Emergency Response Team (CERT), Bureau of Protective Services (BPS), Critical Incident Team (CIT), and Honor Guard Units.

Self-motivated and works with minimal supervision. Acts as a coordinator between SCHP and others divisions while maintaining a high level of confidentiality on the assignments. Supervises subordinate employees assigned to the Special Operations Unit. Enforces SC vehicle and criminal laws.

Under the direction of the SCDPS Special Operations Captain, assists in the training, direction, and supervision of the Department's A-CERT, CERT, BPS, CIT, and Honor Guard Units.

Under the direction of the SCDPS Special Operations Captain, assists in the development and delivery of firearms, officer survival, Active Shooter training, tactical training, mobile field force training, and physical fitness training and testing for all Troopers/Officers. Assists with training at all levels to include Basic, In-service, and Advanced level courses. Assists with the firearms training associated with the administration of the SCDPS Constable Program.

Possesses an in-depth knowledge of all SCDPS Special Operations equipment and weapons to include Lethal, Less-Lethal, Chemical and Electrical.

Establishes and maintains working relationships with other law enforcement agencies and community groups.

Enforces all state laws and regulations governing vehicle and pedestrian traffic. Assists the Training Unit with highway safety and criminal enforcement.

State Minimum Requirements:

A bachelor's degree and experience supervising law enforcement personnel at a public law enforcement agency.

Agency Minimum Requirements:

EDUCATION – A bachelor’s degree, or an equivalent combination of education and experience, and a minimum of five (5) years of Class 1 Law Enforcement experience, as well as the following agency minimum requirements:

TIME IN GRADE – Must have held the rank of Highway Patrol Sergeant for a minimum of six (6) months by the posting closing date or currently hold the rank of First Sergeant.

PROMOTIONAL EXAMINATION – An applicant must have scored 70 or higher on a Promotional Examination for the vacancy rank within two (2) years of the closing date of the posted vacancy.

PROMOTIONAL INTERVIEW PANEL – An applicant must have successfully completed a Promotional Interview Panel for the vacancy rank within two (2) years of the closing date of the posted vacancy.

DISCIPLINARY ACTION – Any individual who is currently serving a suspension for disciplinary reasons or pending the outcome of an investigation shall be considered ineligible to participate in the promotion process. Any individual who has been involuntarily demoted during the preceding six (6) months of the vacancy closing shall be considered ineligible to participate in the promotion process.

EMPLOYEE PERFORMANCE MANAGEMENT SYSTEM – An individual who has received an "Unsuccessful Performance" rating on the employee's most recent performance evaluation or has received a "Performance Improvement Plan” (PIP), formerly known as a “Warning Notice of Substandard Performance,” during the 12 months preceding the closing date of this vacancy shall be ineligible to participate in the promotion process.

RESIDENCY – Selected applicant must comply with the residency guidelines outlined in SCDPS Policy #300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within four (4) months of the effective date of the promotion/reassignment. SCDPS Policy #300.47 Section IV.D. 3. SCDPS Headquarters Law enforcement personnel assigned to SCDPS Headquarters shall establish a residence within Richland County or at a location that will allow them to respond to Richland County within 60 minutes. IV.C. Troop/Region/Division/Unit Commanders are responsible for determining compliance with this policy and shall approve or deny requests to reside outside of the area of assignment.

Additional Requirements:

Must posses an in-depth knowledge of firearms training and Civil Emergency Response Team training and development. Must be a current member of SCDPS A-CERT, and must be able to instruct Firearms, Patrol Rifle, and Mobile Field Force training. Must have the ability to lead the SCHP Honor Guard members and coordinate Honor Guard details. Must have knowledge about traffic and general law enforcement duties. This knowledge and skill should be gained from personal experience and completion of school, workshops and seminars.

Reports to the Captain of the SCDPS Special Operations Unit and is allowed some latitude in decision making while under minimal supervision.

Overnight travel may be required on special assignments and/or response to critical incidents.
