THIS IS AN INTERNAL POSTING FOR CURRENT SOUTH CAROLINA HIGHWAY PATROL (SCHP) OFFICERS ONLY.

This position serves the Multi-Disciplinary Accident Investigation Team (MAIT) Piedmont Region to include: Abbeville, Anderson, Edgefield, Greenville, Greenwood, Laurens, McCormick, Newberry, Oconee, Pickens, Saluda, and Spartanburg counties.

Serves as a Scene Supervisor, Lead Investigator and Collision Reconstructionist of the South Carolina Highway Patrol (SCHP) MAIT Piedmont Region. Coordinates and supervises employees assigned to the MAIT Piedmont Region. The employee must have a complete knowledge of SC Motor Vehicle Laws and Highway Patrol/MAIT operations and procedures and have demonstrated the understanding of the principles of collision reconstruction.

Required to coordinate the investigation and reconstruction of complex vehicle collisions with the local Troopers, other agency investigators, and other personnel involved for the purpose of reconstruction of vehicle collisions.

Responsible for reviewing case reports, documents and other investigative material for accuracy, legibility and completeness. Assists the Team Leader with the daily operation of the assigned MAIT Post. Assumes the position of MAIT Team Leader in the absence thereof.

Must be an expert in the field of Collision Reconstruction. Employee must be proficient in the use of mapping equipment, computers, plotters, and related software used in reconstruction of collisions.

Responsible for case preparation and court presentations to the appropriate courts. Employee serves as an expert witness in criminal and civil courts.

Responsible for proper operation, maintenance, inventory, care, and safety of assigned Highway Patrol and MAIT equipment under the care of their subordinates.

Demonstrates knowledge in all laws governing the operation of vehicle and pedestrian traffic. Demonstrates knowledge of SCHP Manual of Operations, department policy directives, and MAIT operational procedures used in governing the actions of MAIT personnel.

Conducts performance reviews of directly supervised employees and examines those of other subordinates.

Examples of duties

State Minimum Requirements: A high school diploma and experience performing patrol or investigative duties with a public law enforcement agency.

Agency Minimum Requirements: Must have at least a high school diploma and the following additional requirements:

TIME IN GRADE – Must possess a minimum of five (5) years of Certified Law Enforcement Service Time and a minimum of six (6) months of continuous service as a SCHP Lance Corporal or currently hold the rank of SCHP Master Trooper by the closing date of this vacancy.

PROMOTIONAL EXAMINATION – An applicant must have scored 70 or higher on a Promotional Examination for the vacancy rank within two (2) years of the closing date of this vacancy.

PROMOTIONAL INTERVIEW PANEL – An applicant must have successfully completed a Promotional Interview Panel for the vacancy rank within two (2) years of the closing date of this vacancy.

DISCIPLINARY ACTION – Any individual who is currently serving a suspension for disciplinary reasons or pending the outcome of an investigation shall be considered ineligible to participate in the promotion process. Any individual who has been involuntarily demoted during the preceding six (6) months of this vacancy closing shall be considered ineligible to participate in the promotion process.

EMPLOYEE PERFORMANCE MANAGEMENT SYSTEM – An individual who has received an "Unsuccessful" rating on the employee's most recent performance evaluation or has received a “Performance Improvement Plan” (PIP), formerly known as a “Warning Notice of Substandard Performance,” during the twelve (12) months preceding the closing date of this vacancy shall be ineligible to participate in the promotion process.

PROBATIONARY PERIOD – Any individual serving a one (1) year probationary period shall be ineligible to participate in the promotion process.

RESIDENCY – Selected applicant must comply with the residency guidelines outlined in SCDPS Policy #300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within four (4) months of the effective date of the promotion/reassignment. Section IV. D. 1 Field Personnel (Trooper – First Sergeant) a. Troopers assigned to a Post shall establish residence in their assigned Post or, if residing outside of the Post, at a location that will allow them to respond to the county in which the assigned Post office is located within 45 minutes. IV. C. Troop/Unit/Commanders are responsible for determining compliance with this policy and shall approve or deny requests to reside outside of the area of assignment.

Additional Requirements:

The knowledge, skills, and abilities needed are normally acquired through Highway Patrol Basic Training, Supervisory, Data Processing, Planning, Administrative and Collision Reconstruction courses. Employee must also have experience and a thorough knowledge of the duties and responsibilities of the Highway Patrol and must have demonstrated the ability to supervise and evaluate subordinates. Additional skills and experience are acquired through in-service and skill seminars. Employee must hold an Accreditation Commission for Traffic Accident Reconstruction (ACTAR) certification or an equivalent examination.

The employee receives verbal and written instructions from a Sergeant or higher authority on a routine basis through memorandums, rules, regulations and policies of the Department. The employee must be able to make mid-level decisions and make independent judgments on a daily basis.

Supplemental information

Employee may have overnight travel on special assignments, seminar training, and call outs for major incidents.
