THIS IS AN INTERNAL POSTING FOR CURRENT SOUTH CAROLINA HIGHWAY PATROL (SCHP) OFFICERS ONLY.
This position serves the Low-State Region consisting of Beaufort, Berkeley, Charleston, Colleton, Darlington, Dillon, Dorchester, Florence, Georgetown, Horry, Jasper, Marion, Marlboro and Williamsburg counties.
Serves as a South Carolina Highway Patrol (SCHP) law enforcement first line supervisor. Patrols and enforces South Carolina (SC) motor vehicle traffic laws on streets and highways and enforces other criminal laws of the state as necessary. Assumes duties of the squad leader in the absence of the Post Sergeant(s) as directed.
Must be knowledgeable of SC Motor Vehicle and Criminal Laws and enforce such as detected while patrolling roadways of SC. Criminal laws are identified by thoroughly patrolling the assigned area and by competently utilizing auxiliary aids such as Data Master, Doppler Radar, and any other scientific equipment available. Investigates vehicle collisions as needed on assigned roadways to determine the cause of collisions through complex investigation techniques.
Responsible for daily, weekly and monthly reports, collision investigations, citations, warrants and other criminal reports. Responsible for prosecuting magistrate court cases from those documents and serving as a prosecuting witness in State and Federal courts.
Responsible for maintaining all equipment issued by the Department or received for the Department. Accountable for public funds, including bond money, seized monies and items in their possession.
Responds to special events as needed and enforces traffic laws in specified Area Coordinated Enforcement areas.
Required to be trained and certified in Law Enforcement Scientific procedures: certified to administer Breath Tests (BA and Data Master), certified in the operation of speed detection devices, competently utilize enforcement speed detection devices, including specialized radars such as Doppler Radar, Light Detection and Ranging (LiDAR), and any other scientific equipment available.
Conducts performance reviews on all subordinates in a fair and impartial manner and completes them within the specified time period. Supervises and leads assigned team in the functions of Area Coordinated Enforcement (ACE) with specific emphasis on violations.
State Minimum Requirements - A high school diploma and experience performing patrol or investigative duties with a public law enforcement agency.
Agency Minimum Requirements - Must have at least a high school diploma and the following additional requirements:
TIME IN GRADE – Must possess a minimum of five (5) years Certified Law Enforcement Service Time and a minimum of six (6) months of continuous service as a SCHP Lance Corporal or currently hold the rank of SCHP Master Trooper by the closing date of this vacancy.
PROMOTIONAL EXAMINATION – An applicant must have scored 70 or higher on a Promotional Examination for the vacancy rank within two (2) years of the closing date of the vacancy.
PROMOTIONAL INTERVIEW PANEL – An applicant must have successfully completed a Promotional Interview Panel for the vacancy rank within two (2) years of the closing date of the vacancy.
DISCIPLINARY ACTION – Any individual who is currently serving a suspension for disciplinary reasons or pending the outcome of an investigation shall be considered ineligible to participate in the promotion process. Any individual who has been involuntarily demoted during the preceding six (6) months of the vacancy closing shall be considered ineligible to participate in the promotion process.
EMPLOYEE PERFORMANCE MANAGEMENT SYSTEM – An individual who has received an "Unsuccessful" rating on the employee's most recent performance evaluation or has received a “Performance Improvement Plan” (PIP), formerly known as a “Warning Notice of Substandard Performance,” during the 12 months preceding the closing date of this vacancy shall be ineligible to participate in the promotion process.
RESIDENCY – Selected applicant must comply with the residency guidelines outlined in SCDPS Policy #300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within four (4) months of the effective date of the promotion/reassignment. SCDPS Policy #300.47 Section IV. D. 2. Personnel assigned to a specialized unit (MAIT, ACERT, etc.) Troopers assigned to a specialized Troop or Unit shall establish a residence within the Troop or Unit of their assigned area of responsibility or, if residing outside of the Troop or Unit of their assigned area of responsibility, at a location that will allow them to respond to the county in which their assigned Troop or Unit office is located within 45 minutes. IV.C. Troop/Region/Division/Unit Commanders are responsible for determining compliance with this policy and shall approve or deny requests to reside outside of the area of assignment.
Must maintain SC Class I Law Enforcement Officer certification. Performs specialized enforcement as a member of the ACE Team. Must be able to identify and apprehend impaired drivers. Must train and provide guidance to lower ranking troopers concerning alcohol and drug enforcement. ACE members should have the ability to deal firmly, yet courteously with the general public and should have the ability to react quickly and calmly in emergency situations. These abilities include, but are not limited to talking, walking, sitting, hearing, running, lifting, driving, wrestling and firing a weapon.
ACE members are under general supervision of the ACE Corporal. Latitude is allowed for independent decision-making concerning enforcement duties to apprehend impaired drivers.
The ACE members may be required to travel across the state for enforcement duties.
Overnight travel required on special assignments and/or response to critical incidents.
