Summary

Supervises a crew of highway maintenance workers involved in a variety of maintenance activities such as: asphalt patching, full depth and concrete patching throughout the County to maintain and preserve State-Maintained roads and bridges in a county or district. Works with hot and cold mix, repairs cuts, fills roadway surfaces, washouts, and other base repairs using limestone, fill dirt, sand, etc. Operates, maintains and trains employees in the safe and proper operations of using motorized equipment (e.g. tandem dump truck, steel wheel and pneumatic roller, sand spreader, power broom, backhoe, front end loaders, chipper, asphalt, kettle, tar tank, pro-patch truck, etc.) used in various phases of roadway maintenance, tree removal, clearing of right-of-way, litter control, dead animal, etc. Maintains weekly and monthly reports, time sheets, and enters information into HMMS, recommend personnel actions including promotions, transfers and disciplinary measures, rate employees yearly according to Employee Performance Management System, ability to meet goals established by the District. Investigates/assess work requests from the general public, as well as his supervisor, recommend and/or take corrective action in an appropriate and timely action. Instructs/trains subordinates in the safe and proper operation of equipment, as well as the correct document for pre-operation preventative & maintenance inspection of equipment. Inputs work accomplishments into Highway Maintenance Management System. Sets up traffic control operations for work zones, job assessment forms, to include lane closures, flagging traffic and detour for the safety of the crew and general public. Handles "on-call" emergency operations on a rotating schedule after normal working hours, weekend, and holiday for all road emergencies including inclement weather; snow and ice, or hazardous road conditions accidents and other related roadway emergencies. Performs other related duties as assigned.

Examples of duties

Three and one-half (3.5) years of related work experience; or an approved acceptable equivalence. Necessary Special Requirement: A valid motor vehicle operator’s license is required. Requires attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position.

Physical Requirement: The physical demands for the essential functions of this position involve bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, grasping and physically manipulating objects of varying size, shape, weight, and material. Must be able to lift up to 50 lbs. This position requires walking for extended periods, treading rough and uneven terrain, and working in close proximity to motoring traffic and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. Frequently exposed to outside environment in all weather conditions, noise, and oil or grease on a daily basis. Physical requirements needed to perform job duties are: walking, climbing, balancing, stooping, kneeling, pulling, lifting, and repetitive motions. Duties are strenuous physical labor for long periods of time, standing and walking for 6 to 8 hours per day, and lifting heavy objects up to and occasionally exceeding 50 lbs. on a regular basis. Exposure to loud noises and inclement weather.
