Job Description


Can you help run the procedural and evidential hearings of the Eljamel Public Inquiry?

As our Hearing Office you will have a key role in the planning and running of public hearings. The Eljamel Inquiry is a Scottish public inquiry set up under the Inquiries Act 2005. It relates to the professional practice of Mr Eljamel, a consultant neurosurgeon at NHS Tayside’s Ninewells Hospital in Dundee between 1995 and 2014.

You will be working closely with other members of the Secretariat, in particular the Deputy Secretary, to deliver high quality professional and trauma-informed hearings. This will include document preparation, ticketing, internal and external liaison, risk mitigation, and operational delivery.

Responsibilities
  • Assist in planning and coordinating of hearings and other any other events or stakeholder meetings held by the Inquiry in line with the Public Hearings Protocol and the Statement of Protocols and Principles.
  • Prepare event documentation such as seating plans, scripts, briefing packs, and invitation lists.
  • Manage ticket reservation and allocation, attendee communications (other than witnesses), respond sensitively to attendee requests for assistance.
  • Provide logistical updates to the relevant Inquiry contract managers and where appropriate the suppliers they manage so that security, Audio-Visual, transcription, emotional support and other relevant services are contribute efficiently to hearing room management.
  • Input into event risk registers and health and safety assessments as well as other assessments relating to hearings as directed by the deputy Secretary as Hearings Manager
  • Provide on-the-day support: registration desk, guest liaison, technical checks, room allocation/ booking and troubleshooting.
  • Maintain accurate attendee records in line with GDPR and the Inquiry’s data protection policy and maintain accurate records.
  • Contribute to post-event evaluations and reporting.
  • Work flexibly to the accommodate operational priorities and supporting other members of the Inquiry team as required, including members of the legal team.

Technical Skills
  1. Connections and communication
    • Communicates clearly and uses judgement to provide advice and deal with customers (including vulnerable ones) with clarity and empathy.
  2. Delivery and decision making as speed
    • Weighs up and makes decisions within relevant legislation, procedures, policies, protocols, ethics and own authority levels.
Experience
  • Experience in event coordination or administration, ideally in a regulated or formal environment.
  • Strong organizational skills with ability to manage multiple tasks, effectively prioritise, and meet challenging deadlines.
  • Experience of responding with compassion to those attending events and hearings who are nervous, vulnerable, or who have experienced trauma.
  • Ability to work under pressure and adapt quickly during live events

Working pattern
Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role, including Flexi-leave. Scottish Government staff in hybrid-compatible roles should aim to work in-person 40% of the time, either in an office or other agreed work location. Security checks
Successful candidates must complete the Baseline Personnel Security Standard (BPSS), before they can be appointed. BPSS is comprised of four main pre-employment checks – Identity, Right to work, Employment History and a Criminal Record check (unspent convictions).
