Job Description
ROLE PURPOSE:
The District Coordinator will be under line management of the Program Manager to oversee the program delivery together with the Implementing Partners, Local Authorities, and other related stakeholder. S/he will responsible to ensure all activities identified in the annual plan are implemented at a high-quality level and all reports are completed in a timely manner. The post holder will coordinate closely with the program team, implementing partners and key external stakeholders to achieve program objectives, ensure all child-safeguarding controls are enforced and financial and administrative management adheres to Save the Children and Donor policies, regulations, and good practices. The position will require regular travel to field locations will support the hosting of donor visits as and when needed.
KEY AREAS OF ACCOUNTABILITY:
The main responsibility of the District Coordinator will oversee program operation in the area of program implementation. Under the direction of the Program Manager, the post holder will accountable:
Oversight and Management of Project Implementation and Quality
- To ensure the program implementation in the respective program area run smoothly
- Oversee the day to day of program implementation together with the program team, implementing partners, the local cadres and other related stakeholders by ensuring the on time & high-quality program delivery,based on the agreed program design and SOW
- This post will be the focal point of Save the Children at the District Level. S/He will responsible for overall coordination of the program in the District area or as directed by Program Manager.
- Support the Program Manager to manage and to achieve the green KPI on the program quality such as: green Budget Versus Actual (BVA), supply chain efficiency, on time reporting as required by Save the Children
- Conduct a regular field visit to the program area
- Ensure all program documentations and accountability including feedback from the community and children are addressed.
- Support the Program manager to provide the timely report and related project documentations as required by National Office and the Donor
- Actively working with the program team to advocate the government and other relevant parties to address the problem of basic healthy of children in the targeted area
- Provide regular technical support to the school facilitator to ensure the quality of implementation and program achievement in accordance with the logical framework and commitment in the project proposal
Financial Management
- Develop the annual budget and monthly projection with the Program Manager and finance unit as reguired by the Donor or Jakarta Office
- Regularly monitor budget versus actual expenditures and proactively propose any modifications to expenditure plans and projections for both Program activity under YSTC
- Ensure the application of appropriate controls for project resources including accurate tracking of all expenditures.
- Coordinate with the Program Manager to produce accurate and timely financial reports.
Partnership Management:
- Work closely with the implementing partners in the district level to ensure high quality programming and on time program delivery at the district level
- Ensure the on time reporting with high products of the monthly narrative and financial report of implementing partners.
- Under the direction of Program Manager to develop capacity strengthening plan for the partners
- Lead join monitoring visit with implementing partners and capture the lesson learnt of the partnership works including to document the journey of partnership works
- Initiate and maintain the collaboration and networks with diverse of partners including local civil societies, strategic partners, and coalitions.
- Provide technical supports to develop and strengthen the partner’s capacity
- Maintain the relationships with local Authorities, Implementing partners and other key local stakeholders at the district level.
Administration, IT, Safety and Security, and Government Relations
- Represent the organization with Program Manager to the partners, Donor, and government as appropriate to maintain good relationship with government partners
- Work with Safety and Security Focal Person to ensure that security policies and procedures are understood and strictly adhered to throughout the programme and that briefing, communication, transport and other systems are developed and provided in support of the maintenance of good security for all staff and visitors.
Facilities Management
- Oversee the overall maintenance of the office premises, facilities assets and equipment (physical work environment) that are placed in the respective area program supervision and ensure that these are secure and efficiently utilized.
- Ensure compliance with health and safety regulations.
- Ensure that internal and external communications systems function effectively and efficiently
- Ensure guests and visitors are adequately supported on site.
Logistics
- Ensure that all procurement is managed in an appropriate, timely and transparent manner as per Save the Children International Policies and procedures and internal audit requirements
- Ensure efficient travel management of all personnel and visitors.
Child Safeguarding
- Contribute to the overall implementation of Child Safeguarding Policy (CSP) including ensuring CSP integration in all project activities including for target beneficiaries in the respective area supervision
Emergency Response Management
- Work with the Humanitarian team to strengthen the Indonesia National Office organizational readiness to respond to the program areas are in line with global SCI emergency policies. This includes contributing to emergency preparedness planning and ensuring optimal staff participation in the Indonesia Emergency Response Team and that these staff members receive proper training.
- Willing to temporarily redeployed to support emergency responses as and when required.
QUALIFICATIONS AND EXPERIENCE
- Bachelor degree in education, Public Health, social development, development studies, or other relevant studies.
- Proven solid experiences in partnership management including working with Government
- Recommended a minimum of 5 years of management experience in a contractor, corporate, or NGO environment, including significant field implementation experience.
- An understanding of Community development, School Health and Nutrition (SHN), Dental & Oral health, particularly in rural community
- Proven experience in managing partner and the ability to lead, motivate and develop others
- Substantial experience and knowledge of effective financial and budgetary control
- Ability to analyze information, evaluate options and to think and plan strategically
- Excellent interpersonal, communication and presentation skills
- Fluency in written and spoken Indonesian and English
- Ability and willingness to frequent monitoring to field.
