Job Description

+ I. The duties of Occupational Health and Safety Officer vary from one workplace to all ASL business unit. But he is responsible for the overall planning and implementation of occupational health and safety program of the workplace and other organization. Some of the duties of the occupational health and safety officer are:

1. Design the program: It makes and plan the program that is align with OSHA requirements in order to reduce accidents and other injuries that are related to work. He even assigns some tasks to other employees to achieve this plan.
2. Create and Maintain forms: He keep records of reports regarding the safety and health compliance procedure of the company. This includes accidents, preventive measures and violations. Such forms that he maintains is the Material Safety Data Sheets and other OSHA forms.
3. Report and Monitor Safety programs: He is responsible also for evaluating the incidents of accidents and injuries that may happen in the workplace and plan any changes and other measures to prevent it. He manages the reports needed for the management of the company to maintain and plan for any changes in the future.
4. Liaison for Cambodian Government & OSHA: He makes sure that the requirements regarding Cambodia Law & OHSA standard are followed by the company for auditing process. He acts as a liaison between the Cambodian Government related & OSHA certify body and the company.

++II. The Safety Officer is responsible for monitoring and assessing hazardous and unsafe situations.

1. Developing measures to assure personnel safety.
2. Correct unsafe acts or conditions through the regular line of authority.
3. May exercise emergency authority to prevent or stop unsafe acts when immediate action is required.
4. The Safety Officer maintains awareness of active and developing situations.
5. Ensures there are safety messages in each Incident Action Plan.
6. Participate in planning meetings to identify any health and safety concerns inherent in the operations daily work-plan.
7. Review the Incident Action Plan for safety implications.
8. Investigate accidents that have occurred within incident areas.
9. Ensure preparation and implementation of Site Safety and Health Plan (SSHP).
10. Inspects the site to ensure it is a hazard-free environment.
11. Conducts toolbox meetings.
12. A HSE Officer is part of the project safety council and leads all efforts to enhance safety.
13. The safety officer reviews and approves all subcontractors safety plans.
14. Verifies that injury logs and reports are completed and submitted to related government agencies.
15. Verifies that all tools and equipment are adequate and safe for use.
16. Promotes safe practices at the job site.
17. Enforces safety guidelines.
18. Trains and carries out drills and exercises on how to manage emergency situations.
19. Conducts investigations of all accidents and near-misses.
20. Reports to concerned authorities as requested or mandated by regulations.
21. Conducts job hazard analysis.
22. Establishes safety standards and policies as needed.
23. Watches out for the safety of all workers and works to protect them from entering hazardous situations.
24. Responds to employees’ safety concerns.
25. Coordinates registration and removal of hazardous waste.
26. Serves as the link between state and local agencies and contractors.
27. Receives reports from and responds to orders issued by Department of Labor.
28. Arranges for OSHA mandated testing and/or evaluations of the workplace by external agencies/consultants.
29. Support the development of OHS policies and programs.
30. Advise and instruct on various safety-related topics (noise levels, use of machinery etc.).
31. Conduct risk assessment and enforce preventative measures.
32. Review existing policies and measures and update according to legislation.
33. Initiate and organize OHS training of employees and executives.
34. Inspect premises and the work of personnel to identify issues or non-conformity (e.g. not using protective equipment)
35. Oversee installations, maintenance, disposal of substances etc.
36. Stop any unsafe acts or processes that seem dangerous or unhealthy
37. Record and investigate incidents to determine causes and handle worker’s compensation claims
38. Prepare reports on occurrences and provide statistical information to upper management.
39. Carry out PTW Monitoring and review

 Job Requirement:

1. At least 3+ years recent and relevant experience in a similar role

1. Qualified Safety Auditor from OHSA and Myanmar Government
2. Provision of advice to managers/supervisorsHandling of H&S investigations
3. Experience of formulating, implementing and revising H&S policies and procedures
