Dublin Airport is currently implementing a €3bn capital investment programme to grow the capacity of the airport. The daa Infrastructure Department is seeking a Health, Safety and Environmental (HSE) Lead to join the HSE team. The purpose of the role is to provide advice on overall compliance in matters of HSE in accordance with the contracting entity’s policy and relevant statutory provisions. The role holder must lead by example and serve as a role model in mobilising all project contractors by ensuring the highest standards of HSE are adopted throughout the programmes.

• Support the Head of HSE in the development and implementation of a credible HSE Management System for the daa Infrastructure Department, including but not limited to KPIs, dashboards, procedures, best practices, lessons learned and reporting systems / applications, which align to the daa company policies, procedures, and legal requirements.
• Provide appropriate level of oversight of the management of HSE performance within the programmes.
• Support and advise programmes on HSE considerations, risks, and legislative changes.
• Conduct HSE audits, targeted inspections, and site visits.
• Review PSDP and PSCS project documentation in line with scope, scale, and complexity of the project.
• Attend relevant meetings, workshops, and reviews as required.
• Foster and support positive collaboration with other contracting entities.
• Assist with implementing and maintaining ISO standards.
• Review Permission to Work (P2W) system applications in a timely and prompt manner.
• Review relevant information in safety files for handover at the end of the project.
• Oversight of incident investigation to ensure a root cause analysis and S.M.A.R.T. corrective actions are completed.
• Report on programme HSE performance of the programme using suitable key performance indicators.
• Establish, drive, and implement best practice in relation to HSE across the programmes.
• Provide expert advice, assistance, and support to the programme teams on HSE requirements.
• Ensure the HSE management systems, processes and tools are fit for purpose and drive continuous improvement.
• Lead the development of processes that enable health, safety, and environmental risks to be identified and mitigated, including those associated with organisational and operational change.
• Ensure that there are effective processes for the recording, reporting and investigation of accidents and incidents to develop a culture of lessons learned and risk reduction.
• Assess the ongoing and documented competency of duty holders.
• Maintain theoretical and practical competence in the field of HSE management, including the application of relevant legislation, systems, and industry requirements.
• Degree or higher qualification in health and safety systems.
• Certificate or higher qualification in environmental studies.
• Chartered Member of relevant professional body, i.e., IOSH, IEMA, CRSP.
• 10 years+ experience in HSE across major infrastructure and engineering projects.
• Experience in the aviation industry preferred.
• Demonstrable experience implementing and managing HSE on site.
• Experience in developing and maintaining HSE management systems and certifications, i.e., ISO.
• Knowledge and familiarity with contract documents, project lifecycle requirements, design impacts, forms of contract, and specifications will be advantageous.
• Excellent written communications and interpersonal skills are essential.
• Team player, self-motivated and able to work using his/her own initiative.
• Excellent organisational skills with a positive flexible work mindset.
• Ability to work to strict deadlines and handle conflicting priorities.
• Proficient in the use of software including MS Office, Excel, MS Teams, AutoDesk Construction Clod (ACC).
