Role purpose:

The Health Policy & Insights Manager will build and strengthen our health policy and external environment intelligence capability, providing timely, evidence-based insights on the evolution of the Romanian healthcare system and translating them into clear implications and recommendations for the organization.

The role will connect policy developments, healthcare system dynamics, data, and external signals to support Corporate Affairs strategy, policy development, and informed business decision-making.

Key responsibilities:

  • Monitor and analyze health policy, legislative, regulatory, and healthcare-system developments relevant to the company and its therapeutic areas.
  • Develop health policy and system intelligence on key topics such as healthcare financing, patient pathways, system capacity and readiness, access to innovation, and broader healthcare reforms.
  • Translate complex external developments and data into clear insights, identifying their potential implications, risks, and opportunities for the organization.
  • Develop evidence-based policy analyses, positions, and recommendations to support Corporate Affairs priorities and external engagement.
  • Build structured external-environment intelligence, identifying emerging trends and anticipating policy developments that may affect the healthcare system and the business.
  • Generate insights that support strategic planning and senior leadership discussions, connecting external developments with business priorities and potential courses of action.
  • Contribute to stakeholder and policy engagement by providing robust evidence, analysis, and policy perspectives.
  • Work cross-functionally with relevant internal teams to ensure that policy insights incorporate business, medical, and healthcare-system perspectives.

Candidate profile:

We are looking for someone with strong analytical and strategic capabilities, intellectual curiosity, and a solid understanding of the Romanian healthcare and public-policy environment.

The ideal candidate should be able to move comfortably between data, policy, and strategy, understanding complex issues, identifying what matters, and translating analysis into concise and actionable recommendations.

Relevant experience may come from Corporate Affairs, Public Policy, healthcare policy, public administration, consulting, research, academia, or other roles involving healthcare-system analysis and policy development.

Key capabilities we would look for include:

  • Minimum 3 years of relevant professional experience;
  • Strong understanding of the Romanian healthcare system and health-policy environment;
  • Strong analytical skills and the ability to work with multiple sources of data and evidence;
  • Ability to interpret policy and legislative developments and identify their strategic implications;
  • Ability to synthesize complex information into clear insights and recommendations;
  • Strong written and verbal communication skills in both Romanian and English;
  • Ability to work effectively across functions and engage confidently with senior internal stakeholders;
  • Experience in Corporate Affairs, Public Policy, or health policy would be a strong advantage.
