Health and Safety Officer - inVision

Department: Impact

Location: Kazakhstan

We are seeking a Health and Safety Specialist to build the safety function from the ground up. You will be responsible for ensuring safe working conditions for fund employees and the safety of inVision U students (approximately 130 people) across academic buildings, laboratories, dormitories, and off-site events.

This role requires autonomy and a hands-on approach. You will own the full HSE cycle — from building the regulatory framework and delivering safety trainings, to conducting facility audits, managing risks, and organizing emergency drills.

Key Responsibilities

  • Building and maintaining the HSE system, policies, and instructions in line with the Labor Code of Kazakhstan;
  • Conducting workplace risk assessments and certification (SOUT), and handling mandatory HSE reporting and inspections;
  • Delivering safety trainings and inductions for employees, and safety briefings for students in academic and lab spaces;
  • Ensuring proper PPE issuance and use;
  • Conducting regular safety audits across the office, academic buildings, labs, and dormitories, and resolving identified risks;
  • Overseeing fire safety compliance, evacuation plans, and emergency drills;
  • Managing facility operations and maintenance (cleaning, engineering systems, repairs) and ensuring supply of consumables, equipment, and PPE;
  • Owning vendor and contractor relations — from scope of work and quotes to contracts, budget control, and acceptance of completed work.

Skills, Knowledge and Expertise

Requirements:
  • Higher education in a technical, engineering, or occupational health and safety field;
  • 3–5 years of HSE experience; experience building an HSE function from scratch is a strong plus;
  • Strong knowledge of Kazakhstan's Labor Code, fire safety regulations, and SOUT procedures;
  • Strong organizational skills, attention to detail, and confident communication with students, employees, landlords, and regulators.
Required certifications (held or obtainable promptly):
  • Kazakhstan "HSE Specialist" certification;
  • Fire-technical minimum (PTM) certification;
  • First aid certification;
  • Civil defense and emergency response certification;
  • Electrical safety certification.
Nice to have:
  • Experience in educational institutions or campuses with a large student presence;
  • Lab safety experience;
  • Facility management experience (operations, procurement, contractor/landlord relations).
