In a world of possibilities, pursue one with endless opportunities. Imagine Next!At Parsons, you can imagine a career where you thrive, work with exceptional people, and be yourself. Guided by our leadership vision of valuing people, embracing agility, and fostering growth, we cultivate an innovative culture that empowers you to achieve your full potential. Unleash your talent and redefine what’s possible.

Parsons is seeking a visionary and seasoned Head of Welfare and Wellbeing to lead, design, and oversee the execution of world-class worker welfare and community wellbeing strategies for a landmark giga-project in the Tabuk region.

In this executive-level role, you will be responsible for safeguarding the physical, mental, and social health of a massive, diverse multinational workforce. You will bridge the gap between corporate strategy, regulatory compliance, and on-the-ground human advocacy, ensuring that our project sets a new global benchmark for human dignity, safety, and quality of life in mega-construction ecosystems.

What You'll Be Doing

  • Strategic Leadership: Define, implement, and continuously elevate the overarching Welfare and Wellbeing framework for the entire project life cycle, aligning with international standards (e.g., ILO, IFC) and Vision 2030 objectives.

  • Program Oversight: Oversee the master planning and daily operations of worker accommodations, medical clinics, catering/nutrition, recreational facilities, and mental health support systems.

  • Compliance & Auditing: Establish rigorous audit mechanisms to monitor contractors and subcontractors, ensuring absolute compliance with welfare KPIs, labor laws, and human rights standards.

  • Crisis Management & Advocacy: Serve as the principal advisor on all workforce crises, grievances, and community health risks. Lead swift mitigation and resolution strategies.

  • Stakeholder Engagement: Collaborate directly with client executives, government entities, PMC leads, and third-party auditors to report on welfare metrics and champion a culture of care.

  • Innovation in Wellbeing: Introduce data-driven wellness initiatives, technology-enabled healthcare solutions, and cultural integration programs to boost morale and retention across all tiers of the workforce.

What Required Skills You'll Bring

  • Education: Bachelor’s degree in Human Resources, Sociology, Public Health, Psychology, Construction Management, or a related field. A Master’s degree or relevant professional certifications (e.g., NEBOSH, IOSH, CIPD) is highly preferred.

  • Experience: 20+ years of progressive experience in workforce welfare, industrial relations, human rights compliance, or HSE management.

  • Mega-Project Track Record: Proven experience directing welfare operations for massive, high-value infrastructure projects, heavy civil engineering works, or remote giga-projects ($10B+ value).

  • Geographic Expertise: Prior experience in the Middle East (GCC region) is essential; a deep understanding of Saudi Arabian labor laws and the social dynamics of multinational labor forces is a distinct advantage.

What Desired Skills You'll Bring

  • Authoritative Leadership: Proven ability to influence executive stakeholders and firmly enforce compliance mandates with multi-tiered contractors.

  • Cultural Intelligence: Exceptional empathy and communication skills, with the ability to bridge cultural and linguistic gaps across a diverse workforce.

  • Analytical Mindset: Skilled in leveraging data analytics to track welfare trends, predict risks, and measure the ROI of wellbeing programs.

  • Resilience: Thrives in high-pressure, fast-paced, and remote project environments.
