MdM in Lebanon

MdM has been working in Lebanon for 30 years and actively contributed to respond to needs of the most vulnerable communities as the context unfolded (2011 Syrian crisis, 2019 severe economic crisis, 2020 Beirut Blast) and the current period since October 7th, 2023 – especially as the war resumed in Lebanon since March 2nd, 2026.

MdM’s intervention in Lebanon aims to strengthen the national health system and increase access to quality healthcare.

MdM is recognized in Lebanon as a major actor in the areas of mental health (MHPSS) and sexual and reproductive health (SRH). MdM supports several health centers and mobile clinics in the South, Beirut Mount Lebanon, Bekaa, and Baalbek Hermel; and works with other partners.

Despite the June 2026 ceasefire, the situation remains highly volatile and high needs remain, particularly in the South of the country. MdM continues to closely monitor the situation to ensure an appropriate, timely and flexible intervention, always in line with the needs of the various conflict-affected populations.

About the role

You are responsible for the overall strategy and compliance, through the management of logistics, human resources and finance departments in the MdM Lebanon mission.

You ensure support services are fully compliant with MdM policies, donor requirements, national authorities' regulations, and applicable legislation.

Who you’ll work with

Under the line management of the General coordinator, and the technical management of the Desk manager, you work in close collaboration with the other departments: Program, Medical/MHPSS, Grants, Security-Safety-Access, MEAL.

What you’ll do

Support services leadership & strategic planning

  • Provide strategic leadership and guidance to the General Coordinator and Country Management Team on all support-related matters
  • Contribute to country strategy development, annual planning and financial planning processes
  • Lead support services planning and ensure alignment between operational and programme priorities
  • Anticipate operational challenges and oversee contingency planning to ensure humanitarian response continuity

Development & reporting

  • Ensure support functions contribute effectively to proposal development, reporting and donor-related processes
  • Coordinate the timely provision of analyses and support inputs required for programme development and decision-making

Support services management & quality

  • Oversee the quality, compliance and performance of all support functions in accordance with organizational policies, donor requirements and local regulations
  • Ensure sound resource management, accountability and legal compliance across the mission
  • Monitor support systems, identify risks and corrective actions, and strengthen tools and procedures to support informed decision-making
  • Promote effective integration and collaboration between Finance, HR, Logistics and programme teams

Risk management, compliance & internal control

  • Strengthen internal control systems and ensure appropriate management of mission resources
  • Identify and mitigate financial, operational, compliance, safeguarding, fraud and corruption risks
  • Lead or coordinate audits, investigations and follow up on recommendations in collaboration with relevant stakeholders
  • Promote adherence to anti-fraud, anti-corruption and safeguarding policies across the mission

Team management & capacity building

  • Recruit, manage and develop the support services team through coaching, performance management and capacity-building initiatives
  • Foster effective coordination, communication and information sharing across teams
  • Identify learning and development needs and ensure access to appropriate technical support and resources

Coordination & representation

  • Ensure strong coordination between support, programme, field and headquarters teams
  • Facilitate effective information sharing and contribute to organizational reporting
  • Represent the organization with authorities, partners and donors, alongside the General Coordinator, when required.

Requirements

You are the right match if you...

  • Have significant experience in humanitarian operations, including in complex contexts, and have held a senior support coordination role within an international NGO
  • Have strong expertise across HR, Finance, Logistics and Administration, ideally supporting health programmes and donor-funded projects
  • Are a strategic and analytical leader, able to drive operational performance, manage risks and support decision-making
  • Have a proven ability to lead, coach and develop teams while fostering collaboration across departments
  • Are organized, adaptable and solution-oriented, with the confidence to make decisions and manage multiple priorities in a fast-paced environment
  • Are an excellent communicator and relationship builder, comfortable engaging with partners, authorities, donors and diverse teams
  • Are comfortable using Microsoft Office applications, particularly Excel
  • Are fluent in English; knowledge of French and/or Arabic and experience in the Middle East are strong assets.

This role may not suit you if you...

  • Prefer a specialist role rather than overseeing multiple support functions and leading cross-department coordination
  • Are uncomfortable working in complex, evolving humanitarian environments where priorities can shift rapidly
  • Are not motivated by team leadership, capacity building and stakeholder engagement responsibilities

Contract & status:

  • Gross monthly salary: 3392€
  • Fixed-term contract for 6 months starting as soon as possible
