Job Summary

The Head of Operations and EHSS is responsible for leading and optimising collection operations across Malaysia while providing strategic and operational support to regional initiatives in countries such as Singapore, Indonesia, and the Philippines. This role plays a critical part in driving efficiency, ensuring EHSS compliance, and expanding the company’s collection footprint both locally and regionally.


Key responsibilities include overseeing depot operations, optimising fleet performance using data and technology, ensuring environmental, health, and safety standards are upheld, and developing innovative strategies to enhance collection activities. The role also involves crafting performance-driven incentive plans for drivers, managing budgets, and leading a high-performing operations team. The successful candidate will foster a culture of accountability, continuous improvement, and cross-border collaboration to support the company’s regional growth and sustainability objectives.


1. Strategic Planning and Execution:


  • Develop and execute strategies to optimize collection operations throughout Malaysia via the Depots.


  • Identify new opportunities for expansion and growth in the collection network.


  • Monitor industry trends, regulatory changes, and competitor activities to inform strategic decision-making.


2. Operations Management:


  • Oversee all aspects of collection operations, including scheduling, routing, and fleet management.


  • Implement systems and processes to ensure efficient and timely collection from various sources.


  • Continuously monitor and analyze operational performance metrics to identify areas for improvement.


3. Fleet Optimization:


  • Develop innovative strategies to optimize fleet utilization and route efficiency.


  • Utilize technology solutions such as route optimization software to improve collection efficiency.


  • Analyze data on collection volumes, locations, and customer demand to optimize fleet deployment.


4. Environmental, Health and Safety (EHS) Compliance:


  • Establish and enforce EHS policies and procedures to ensure safe handling and transportation activities at all Depots.


  • Conduct regular audits and inspections at the Depots to maintain compliance with regulatory requirements.


  • Provide training and resources to employees to promote a culture of safety and environmental stewardship.


  • Ensure all relevant licences are monitored, renewed, and compliant with the respective regulatory bodies.


5. New Idea Generation:


  • Lead brainstorming sessions and innovation workshops to generate new ideas for increasing collection volumes.


  • Collaborate with cross-functional teams to evaluate and prioritise new initiatives.


  • Implement pilot programs to test and validate new collection methods or technologies.


6. Incentive Planning:


  • Design and implement a progressive incentive plan to motivate PUSH Drivers to maintain and grow collection efforts.


  • Develop performance metrics and benchmarks to measure PUSH Drivers’ performance.


  • Continuously evaluate and refine the incentive plan based on feedback and results.


7. Budgeting and Resource Allocation:


  • Develop annual budgets for operations, maintenance, and fleet management activities.


  • Monitor expenses and allocate resources effectively to achieve operational goals within budget constraints.


  • Identify cost-saving opportunities and implement measures to improve financial performance.


8. Team Leadership and Development:


  • Provide leadership and direction to operations teams, fostering a culture of accountability, innovation, and continuous improvement.


  • Train and develop employees to build a high-performing and engaged workforce.


  • Set clear performance expectations and provide regular feedback and coaching to support employee growth and development.

Qualifications & Skills:


Education:


  • Bachelor’s degree in Operations Management, Logistics, Supply Chain, Environmental Science, Engineering, or a related field.


  • A Master’s degree in Business Administration (MBA) or a relevant discipline is an added advantage.


Experience:


  • Minimum 8–10 years of progressive experience in operations, logistics, or supply chain management, preferably in waste management, recycling, or sustainability-focused sectors.


  • Proven track record of managing multi-location operations and leading cross-functional teams.


  • Demonstrated experience with fleet optimization, EHSS compliance, and large-scale logistics planning.


Leadership & Management:


  • Strong leadership skills with the ability to inspire and manage diverse teams.


  • Capable of driving a high-performance culture with a focus on accountability, innovation, and continuous improvement.


  • Experience in developing incentive programs and performance management systems.


Strategic & Analytical Thinking:


  • Strong strategic planning and execution capabilities.


  • Proficient in analyzing complex data to drive decision-making and improve operational outcomes.


  • Familiar with route optimization tools and performance dashboards.


EHSS & Regulatory Compliance:


  • In-depth knowledge of environmental, health, and safety standards.


  • Experience conducting audits and ensuring compliance with Malaysian and regional regulations.


Communication & Stakeholder Engagement:


  • Excellent communication and interpersonal skills; able to effectively engage with internal teams, PUSH drivers, depot managers, and external stakeholders.


  • Comfortable interfacing with senior leadership and major customers.


Tech-Savvy & System-Oriented:


  • Proficient in using operations and logistics management systems.


  • Familiarity with ERP tools, fleet management software, and reporting platforms.


Adaptability & Regional Awareness:


  • Willingness to travel domestically and regionally (e.g., Singapore, Indonesia, Philippines) to support expansion and cross-border operational alignment.


  • Able to adapt quickly in a dynamic, fast-paced environment.
