The Role

As Head of Messaging HK you’ll set the strategy and governance for secure scalable enterprise messaging platforms in Hong Kong. These services underpin critical business processes and technology integrations so availability performance compliance and operational resilience are central to success. The role aligns to Group architecture direction and local regulatory expectations while supporting the Hong Kong Technology agenda. You’ll shape outcomes across core banking transformation card platform modernisation and digital platform transformation with a focus on enabling growth in the Non-Resident Chinese (NRC) segment. Success means a clear multi-year roadmap strong engineering practices predictable delivery and sustainable control outcomes.

What you'll be doing

  • Own the Hong Kong messaging platform strategy target architecture and multi-year roadmap including standardisation and simplification
  • Define approved messaging patterns and reference architectures aligned to business needs and risk appetite
  • Evolve the platform to meet changing throughput latency data protection and resilience requirements
  • Deliver end-to-end messaging platform capabilities with production readiness and clear service ownership
  • Deliver technology simplification to reduce complexity improve maintainability and accelerate time-to-market through standardisation and reuse
  • Manage delivery governance across multiple workstreams vendors or partners where relevant and cross-boundary teams with clear prioritisation and transparent reporting
  • Support regulatory engagement and Board-level relationships through clear updates risk positions and delivery confidence
  • Embed strong engineering practices including DevSecOps automated testing CI/CD and quality gates to increase delivery speed without compromising safety stability or control
  • Own audit outcomes for the domain ensuring timely remediation and sustainable closure of findings with evidence-based control operation

What we're looking for

  • Bring proven experience designing and operating enterprise messaging platforms at scale with high availability and strong controls
  • Demonstrate experience modernising legacy platforms and simplifying complex technology states
  • Show experience operating at CIO level managing multiple businesses
  • Apply established experience influencing and managing across a matrix environment including functional management
  • Use strong governance and execution capability across portfolios balancing regulatory commitments resilience uplift and business growth priorities
  • Demonstrate experience managing operational financial crime and cyber risk within a regulated environment
  • Bring experience establishing engineering practices such as DevSecOps automated testing CI/CD and quality gates
  • Communicate clearly with stakeholders at all levels including senior business counterparts and Board-level forums
  • Show experience managing cost transparency and improving efficiency through Agile DevOps and innovation
