Job Description

The Head of Geopolitics and Government Relations North Europe contributes to Nokia’s competitiveness in the region by developing and overseeing the execution of Nokia’s government and industry-related advocacy strategy. The role is part of the Geopolitical and Government Relations Headquarters function and reports to the Deputy Chief Geopolitics and Government Relations Officer

  • Drive Nokia’s regional competitiveness by shaping and executing a comprehensive government and industry advocacy strategy, positioning Nokia as a trusted advisor to policymakers and key decision-makers.
  • Collaborate closely with company’s GGR function, Business Groups, and North Europe country leadership teams to define and implement regional strategies aligned with business priorities.
  • Navigate the complex geopolitical landscape, engaging on key issues relevant to Nokia, including Spectrum regulation, Security and cybersecurity, Critical and emerging technologies communications, Digitalization of industry, AI and datacentres, Intellectual property amongst others.
  • Identify and develop funding and financing opportunities, and represent Nokia in industry forums, events, and international delegations.
  • At least 10 years of experience in government affairs, corporate affairs, or a senior role operating in a complex geopolitical environment.
  • Advanced degree in public policy, government relations, law, or a related discipline is highly desirable.
  • Deep understanding of government institutions and processes, with a proven track record of engagement with ministries and public authorities.
  • Demonstrated ability to influence senior stakeholders and build trusted relationships that advance strategic business objectives.
  • Strong strategic mindset with the ability to develop and execute plans aligned to business outcomes.
  • Solid experience navigating government processes, including public funding, business case development, issues management, and parliamentary engagement.
  • Excellent communication skills—both written and verbal—combined with strong analytical and problem-solving capabilities.
  • Proven ability to operate effectively in complex, matrixed environments, with high adaptability and strong influencing skills.
  • Credible external representative, consistently upholding Nokia’s values in all stakeholder interactions.
