We are seeking a talented and driven individual to join our dynamic Technology Operations team. As a team member, you will play a pivotal role in working with our business and helping to support and provide engineering services to the digital platform. You will work alongside a group of passionate professionals who are dedicated to delivering innovative solutions that exceed customer expectations.

About the Opportunity

The Head of Delivery Transformation drives enterprise transformation of VicRoads’ delivery practices to improve productivity, reduce waste and increase delivery predictability. Reporting to the Chief Technology Officer, the role will define the enterprise delivery “north star”, establish standardised processes and prioritisation frameworks, and drive the adoption of lean, transparent and flow‑based ways of working. This role will drive cultural and leadership behaviour change and capability uplift to align new ways of working. As a senior change agent, the role engages the ELT to challenge current practices, address delivery pain points, and enable measurable business outcomes, including improved speed, agility and cost efficiency.

  • Enterprise Delivery Transformation: Design and embed a fit‑for‑purpose enterprise delivery model that improves productivity, reduces waste and increases delivery predictability. Drive continuous improvement in Project Management and Agile practices, transitioning the organisation from waterfall approaches to lean, flow‑driven ways of working that prioritise customer value, speed and effective funding for value creation
  • Systems and Processes: Develop an enterprise prioritisation framework to ensure the right work is delivered at the right time, define and embed VicRoads’ standardised delivery process with clear business buy‑in, and translate strategic priorities into executable delivery pathways that enable efficient, reliable achievement of business outcomes.
  • Leadership alignment and Cultural Change: Partner with the Executive Leadership Team and senior leaders to align leadership behaviours and embed new ways of working across VicRoads. Foster a strong culture of agility aligned to strategic objectives, evolving the adoption of agile practices across program delivery, governance and reporting. Develop and consistently reinforce a clear transformation narrative that translates strategy into tangible outcomes, while driving organisational change through capability uplift, coaching, training and ongoing reinforcement. Demonstrate strong executive presence, including the ability to respectfully challenge senior leaders, offer alternative perspectives and negotiate effective outcomes
  • Stakeholder Relationships: Establish and maintain strong, effective working relationships across VicRoads, supported by clear and open communication channels that enable risks and constraints to be proactively identified and resolved. Actively challenge existing norms, highlight inefficiencies, and advocate for improved practices that address organisational pain points and drive better outcomes.
  • Capability Uplift: Define clear enterprise capability requirements aligned to the target operating model, and identify the structural changes and accountabilities required to enable sustained capability uplift. Build enterprise-wide understanding of modern delivery practices, and establish a clear “north star” for delivery excellence, supported by a well-articulated roadmap that guides the organisation toward successful outcomes
  • Reporting and Measurement: Use data and insights to drive evidence‑based decision‑making that supports the transformation program, including efficiency improvements, cost savings, delivery speed, workforce optimisation and employee engagement. Present clear, strategic and influential recommendations and progress updates to the Executive Leadership Team, articulating risks, issues and opportunities. Track, measure and report tangible benefits that demonstrate efficiency gains, return on investment and continuous improvement outcomes.


About you

You are a proven transformation leader with deep experience driving enterprise‑level delivery change in complex organisations. You bring strong expertise in Agile and program management, with a track record of scaling modern ways of working across large, multi‑disciplinary environments to deliver measurable outcomes.

You have a strong ability to identify enterprise capability uplift requirements and align leadership behaviours, operating models and delivery practices to support sustainable change. You are highly effective at engaging and influencing senior stakeholders, with significant experience operating at executive level to shape strategic direction and decision‑making.

You excel at synthesising complex information and translating strategy into practical, scalable delivery outcomes that generate tangible improvements. With excellent communication skills, you are able to navigate and align competing stakeholder priorities while maintaining a clear focus on value and outcomes.

You also bring a strong understanding of governance frameworks and demonstrate the ability to evolve and adapt them to support modern, agile ways of working, enabling both control and flexibility in delivery.
