The Corporate Delivery (CD) Directorate plays a central role in shaping and supporting the organisation’s internal operations and strategic direction.

A bit about our Business Change Team

Our Business Change team is a small, passionate and collaborative group dedicated to driving meaningful change across our major programmes and projects.

Role Purpose

As Head of Business Change, you will lead our Business Change function to ensure organisational readiness, successful adoption and the delivery of sustained value from change. You will own and drive the change strategy, readiness go/no-go process, hypercareapproach and benefits tracking.

The duties of the role include, but are not limited to the following:

  • Set the Business Change strategy and frameworks, including stakeholder engagement, communications, training, readiness criteria and hypercare approach.

  • Commission and quality‑assure change impact assessments; maintain persona‑based adoption plans and communication strategies.

  • Define readiness go/no‑go criteria; chair readiness forums and recommend launch decisions.

  • Own benefits identification with Service Owners and maintain benefits tracking dashboards post–go‑live.

  • Lead the change network and champion model; measure adoption and time‑to‑proficiency.

  • Partner with PMO Manager to align governance gates, change control and benefits artefacts.

  • Partner with Head of Programme & Project Delivery on delivery inputs and sequencing.

  • Build, lead and develop a high‑performing Business Change team; grow change capability across the organisation

To do this role well, you would need to demonstrate the following:

  • Proven leadership of enterprise‑scale business change within complex organisations

  • Strong expertise in stakeholder engagement, communications, training and readiness management.

  • Solid understanding of benefits identification, measurement and tracking.

  • Data‑driven approach to measuring adoption and outcomes.

  • Excellent influencing, communication and relationship‑building skills.

  • Experience operating in federated or multi‑client environments.

  • Understanding of Workday‑enabled transformation or similar digital change.

  • Familiarity with frameworks such as ADKAR and exposure to SAFe/hybrid delivery.

  • Awareness of government functional standards (e.g., GovS 002).

  • Commitment to capability building and embedding sustainable change practices.
