Job Description

Head of AI & Data Engineering - Tele2 Baltics

Tele2 Baltics — Estonia, Latvia, Lithuania — is hiring a single Head of AI & Data Engineering to own AI execution across all three countries. Your job is to turn AI into a competitive advantage by getting it into the hands of the people doing the work, while plugging into Tele2 group’s AI strategy and governance. If you want a wide remit, real leverage, and the freedom to shape how a multi-country telco actually adopts AI, let’s talk.

Location: Tallinn, Riga, or Vilnius - Baltics-wide remit, location open for the right candidate.

About the job

What does “Head of AI & Data Engineering” mean for a multi-country telco in 2026? Not a research-lab leader — we have group functions for that. Not a single-model owner — your deliverable isn’t a model, it’s adoption and impact. And not a platform owner — you won’t manage the data platforms, BI, or reporting tools; those stay with the country IT and data teams, following the standards you set. Think of it as a force multiplier: someone who turns AI from a buzzword into a daily working tool across three operating companies, while keeping governance, capability, and strategy aligned with the group.

As Head of AI & Data Engineering for Tele2 Baltics, you own the execution of AI across Estonia, Latvia, and Lithuania. You work closely with the Baltic country CEOs, country leadership teams, and Tele2 group’s Data & AI unit. The role reports solid-line into the Baltic CEO structure and dotted-line to the Director of Data & AI at Tele2 group, who runs AI strategy and governance.

  • Drive measurable business outcomes from AI across the three Baltic countries - commercial, customer operations, network, B2B, and internal productivity
  • Lead AI adoption at scale — make sure colleagues across the Baltics are using agentic AI tools (e.g., Claude Code) in their daily work, with clear governance and measurable outcomes
  • Own AI strategy execution at the Baltic level — translate Tele2 group strategy into a Baltic roadmap that fits the local market, regulatory, and commercial reality
  • Coordinate AI work across Tele2 Estonia, Latvia, and Lithuania — prevent duplication, share what works, scale what wins
  • Partner with the Baltic country CEOs to set AI priorities aligned with country P&L, customer, and operational goals
  • Plug into Tele2 group’s Data & AI unit — adopt and adapt patterns from Sweden (CVM, agentic BI, pricing analytics, intelligent automation) where they fit the Baltic business
  • Ensure AI governance is disciplined — model risk, data protection, EU AI Act and GDPR compliance, third-party AI tool evaluation
  • Own data governance within the Baltics — set and enforce standards for data quality, ownership, access, and data lifecycle across Estonia, Latvia, and Lithuania, aligned with Tele2 group’s data governance framework and GDPR, so AI and analytics run on trusted data
  • Own the standards and architecture strategy for how AI tools connect to company data and systems — approved connectors, access rules, and safeguards for agentic AI
  • Build capability — coaching, training, and hiring as needed to lift the Baltic organization’s AI literacy and execution capacity
  • Represent Tele2 Baltics in group AI forums and operate the dotted-line group strategy / governance cadence

Who are you?

To thrive and succeed in this role we believe that you:

  • Hold a Master’s or PhD in a quantitative or technical field — engineering, computer science, statistics, mathematics, physics, or equivalent applied experience
  • Have 8+ years of experience working with data, analytics, or AI in industry — with at least 3+ years leading teams, programs, or transformation initiatives
  • Have hands-on familiarity with agentic AI workflows — Claude Code, GitHub Copilot, Cursor, LangChain/LangGraph, RAG, vector databases — enough to tell signal from hype
  • Have led real AI/ML deployments in production — you understand what it takes to move from idea to value, including the unglamorous bits
  • Combine technical depth with business judgment — you can sit with a data scientist on the modeling, then walk into a CEO’s office and frame the same problem as a P&L lever
  • Have experience driving cross-functional adoption of new tools or new ways of working — change management is part of the job, not a side activity
  • Communicate clearly in English with senior stakeholders, written and verbal
  • Are genuinely excited about agentic AI as a working tool — not as a slide-deck topic

Preferred qualifications (not necessary):

  • Experience in telecom, banking, retail, or another large-scale, customer-facing industry
  • Experience operating across multiple countries or business units
  • Working knowledge of AI governance frameworks — EU AI Act, GDPR, model risk management
  • Local-language ability in Estonian, Latvian, or Lithuanian is a plus but not required
  • Background that combines structured problem-solving (consulting or analytics-leadership) with line operating experience

We believe you are a builder who leads and a clear communicator across levels — someone who can spar with engineers on architecture in the morning, sit with a country CEO on commercial impact in the afternoon, and write a one-page memo for the group AI strategy review that night. You thrive in matrix structures, are energized by ambiguity, and prefer concrete outcomes to slide decks.

What we offer in return*:

  • High-quality health insurance and all social guarantees from the first working day
  • Paid mobile communications and home internet
  • Special mobile communications discounts for family members
  • Possibility to use flexible starting and ending time of the working day, depending on the specifics of the work
  • Possibility to work in a hybrid model (remote/on-site), as well as work for several months from abroad
  • Regular courses and trainings
  • Free parking and closed bicycle storage near the office (applicable for LV and LT)
  • Employee discounts for goods in Tele2 client centers
  • Go3 Television with a special employee discount
  • Delicious office coffee, tea
  • Opportunity to train and develop your professional muscles in an international environment within a value-based company culture
  • Get to know your colleagues better by participating in company and your department's team building events
  • Job in well-beingoffice with all that's necessary for a productive work.

A few words from the manager

“Hi, I’m Slobodan Milovanović, Director of Data & AI at Tele2. This Baltic Head of AI & Data Engineering role is one we shaped together with the Baltic Supervisory Board — and it matters. The Baltic countries have the chance to leapfrog by adopting AI as a working tool across the organization, not just as an analytics function. You’ll have the autonomy to make that real on the ground in close partnership with the Baltic country CEOs, with my full backing at the group level on strategy and governance. We’re looking for someone who is genuinely excited about getting AI used — not just built — and who can carry a wide remit without losing focus. If that’s you, I’d love to talk.”
