The Chief Administration Officer (CAO) / Admin Director serves as an NBB-approved executive responsible for local operational autonomy, governance, finance, and central administration. This hands-on leadership role drives the decoupling of critical administrative dependencies from group-centric structures to build a compliant, self-sufficient local hub in Belgium.
Operational Decoupling & Substance
Lead the operational transition from parent-group dependencies to an autonomous local operating model meeting NBB substance requirements.
Design and manage local administrative infrastructure, workflows, and business continuity plans to ensure seamless, standalone operations.
Serve on the local Management Committee, ensuring strict governance standards, regulatory reporting, and board minuting per NBB/EBA guidelines.
Oversee daily safeguarding procedures and reconciliations for client funds in strict compliance with PSD2 and NBB directives.
Manage local budgeting, financial administration, capital adequacy monitoring, and coordination with local statutory auditors.
Oversee all intra-group and third-party outsourcing arrangements in compliance with EBA and NBB outsourcing guidelines.
Establish arm’s-length Service Level Agreements (SLAs), actively monitor vendor performance, and maintain robust exit strategies.
Direct local office operations, HR administrative workflows, IT administration, and local procurement.
Draft and maintain localized operational policies, ensuring independence from parent-company templates.
Direct experience implementing and scaling central administration hub models in financial institutions.
Familiarity with Belgian administrative regulations, labor laws, and supervisory financial reporting requirements.
Fluent in English.
Strong hands-on operational leadership across finance, corporate governance, and office administration.
