Job Description

The West Kowloon Cultural District Authority welcomes exceptional talent with a passion to realise the vision and mission of making the West Kowloon Cultural District a prime local and international destination for arts, culture and entertainment.

The West Kowloon Cultural District is seeking an accomplished and forward-thinking Head of Communications, Marketing and Branding (District) to lead the strategic planning, creative direction, and execution of all district-wide promotional, design, and branding initiatives.

This role serves as the brand custodian for the entire District — responsible for shaping WestK’s image as a world-class arts, cultural and lifestyle destination; driving awareness and visitation through integrated promotional campaigns; and ensuring the District’s branding is consistently reflected across all physical and digital touchpoints.

Reporting to the Assistant Director, Corporate Communications and Marketing, you will lead a multidisciplinary team of marketing professionals, designers, and content creators, managing both in-house and external resources to deliver innovative, high-impact campaigns and visual experiences across the District.

Key Responsibilities

[District Promotion and Brand Strategy]

  • Develop and implement a comprehensive district marketing and branding strategy that enhances WestK’s visibility, attractiveness, and reputation as a must-visit destination for arts, culture, and lifestyle.

  • Plan and execute large-scale district-wide campaigns, promotional events, and seasonal activations that showcase WestK’s offerings, attract visitors, and reinforce its cultural identity.

  • Build and maintain the overall brand architecture and tone of voice for the District, ensuring alignment across all promotional activities and partner initiatives.

  • Collaborate closely with programming, tourism, leasing, and partnership teams to ensure holistic positioning and brand message coherence.

[Creative Direction and Design Management]

  • Lead and oversee all creative development and design work for the District — including campaign visuals, event branding, venue theming, signage, environmental graphics, and spatial branding.

  • Form and manage a high-performing creative studio team comprising designers, videographers, photographers, and other creative professionals (both in-house and outsourced).

  • Ensure that all creative assets — digital, print, or spatial — align with WestK’s brand vision, maintain high production standards, and deliver impact across multiple audiences and formats.

  • Provide creative direction for visual storytelling, branding concepts, and multimedia content that bring the WestK brand narrative to life across all touchpoints.

[District Media and Promotional Space Management]

  • Oversee and coordinate all in-district promotional spaces, including digital screens, banners, LED walls, installations, pop-up displays, and event-related branding.

  • Develop and manage a structured calendar and approval process for in-district promotion, ensuring quality control, visual consistency, and brand alignment across multiple stakeholders.

  • Collaborate with tenants, partners, and event organisers to optimise the usage of promotional spaces and generate brand synergies between marketing, commercial, and visitor touchpoints.

  • Monitor performance of in-district media to ensure they effectively support wider brand and marketing objectives.

[Marketing and Campaign Leadership]

  • Drive creative and data-informed marketing campaigns to promote district events, cultural programming, and seasonal experiences.

  • Leverage a mix of traditional, digital, and social media channels to maximise reach, engagement, and audience conversion.

  • Oversee partnerships with agencies, influencers, and media platforms to amplify campaigns, ensuring cost efficiency, creativity, and tangible outcomes.

  • Manage marketing budgets, reporting, and ROI tracking to measure effectiveness and guide future optimisation.

[Team Leadership and Cross-District Collaboration]

  • Lead, motivate, and mentor a cross-functional team of marketing, design, and content professionals to deliver innovative and effective work.

  • Foster collaboration with internal stakeholders to align branding and communication efforts with programming, operations, partnerships, and visitor experience.

  • Cultivate a creative and performance-driven culture that values excellence, accountability, and continuous improvement.

Performing any other duties from time to time as reasonably assigned by the Authority.

Qualifications and Experience

The ideal candidate will:

  • Hold a recognised university degree in Marketing, Communications, Design, Advertising, or related discipline.

  • Bring at least 12 years of relevant experience, including 8+ years in senior leadership roles in brand management, marketing, or creative direction within large-scale, public-facing organisations (e.g. cultural precincts, tourism, retail, or destination brands).

  • Demonstrate proven success in leading integrated brand, marketing, and design campaigns across ATL, BTL, digital, experiential, and OOH channels.

  • Possess advanced experience in managing creative and design teams, including in-house studios and external agencies or production vendors.

  • Have a solid understanding of place branding, environmental graphics, and experiential storytelling within public or commercial spaces.

  • Exhibit strong analytical and strategic thinking abilities, using insights to inform design and marketing decisions.

  • Be a collaborative leader with excellent interpersonal, communication, and stakeholder management skills.

  • Communicate fluently in English, Cantonese, and Putonghua.

  • Be adaptable and resilient in managing multiple concurrent projects within a fast-paced, creative environment.

About West Kowloon Cultural District Authority

Stretching across 40 hectares of reclaimed land, WestK is one of the largest cultural projects in the world, blending art, education and open space.

Its vision is to create a vibrant cultural quarter for Hong Kong where the local arts scene can interact, develop and collaborate. Providing 23 hectares of public open space with two kilometres of vibrant harbour-front promenade it will also include a variety of arts and cultural facilities that will produce and host world-class exhibitions, performances and arts and cultural events.

A Development Plan for the District, based on well-received Foster + Partner’s Conceptual Plan, was approved by the Chief Executive-in-Council in January 2013. Overlooking the magnificent Victoria Harbour, the District will begin to take shape over the next decade.

By developing this sizable project in phases we can start to bring the district to life. The Xiqu Centre, Freespace, Art Park, M+, Hong Kong Palace Museum and Lyric Theatre Complex, will be developed as a first batch of facilities aiming for opening to the public.
