Raytheon is seeking a Sr Program Manager for the HARM program portfolio. Reporting to the HARM Associate Director, this role will manage the execution of multiple HARM contracts, including the HARM exchange program, sustainment support and engineering services.
The Senior Program Manager will be a part of the leadership team that is responsible for managing a cross-functional team in execution of HARM support. Responsibilities also include regular customer interface, removing barriers in execution, and defining creative solutions to complex challenges. In addition, it is expected that this role will prepare EACs and Program Review packages and maintain the program infrastructure. This position will work across all Raytheon functional organizations to ensure delivery of products and services in accordance with the contracts.

What You Will Do:
Execute daily PM cadence (battle rhythm) such as risk review boards, schedule performance management, customer reviews, IPT/CPT reviews, failure review boards, program management reviews (PMRs), staffing reviews, and decision reviews to achieve contract commitments.
Prepare, revise, update, and monitor required documentation and analysis in compliance with contract requirements, Integrated Product Development System (IPDS), Corporate and Business policies and procedures.
Directly support the program risk and opportunity process in accordance with specific financial goals and obligations.
Meet contractual commitments including financial, technical, and schedule performance of assigned program(s) within contractual boundaries and company expectations.
Build and maintain collaborative relationships with customer counterparts.
Develop program-enhancing partnerships with internal functional organizations (typically organized into integrated product teams (IPTs) and/or cross product teams (CPTs)) including but not limited to Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management (CDRL support), and administrative functions.
Display strong communication, influence management, and presentation skills, and comfortably interact with both internal and external stakeholders at all levels of leadership.
Prepare and manage all required product lifecycle artifacts and reviews.
Coordinate customer program reviews, prepare for customer visits.
Support contract proposal process to include bidding, gating, negotiation, contract definitization, and start-up efforts.
This position is onsite in Tucson, Arizona. Relocation is not available.
Qualifications We Require:
Typically requires a Bachelor’s degree and 10 years of relevant experience OR an advanced degree and minimum of 7 years of experience OR in absence of a degree, 14 years of relevant experience is required.
Experience leading DoD contracts as a program manager or functional leadership.
Experience managing, tracking, and/or reporting metrics through EAC reviews.
Leadership experience that includes the oversight of production or a similar effort.
Active and transferable U.S. government issued security clearance is required prior to start date.
Qualifications We Prefer:
Raytheon Program Management Level 5 Certification.
Experience working government programs (large/complex) with direct customer interfaces, both internal and external, including Industry Partners.
Experience leading cross-functional teams, preferably in the Aerospace and Defense industry.
Experience balancing technical, cost, and schedule constraints.
Production and/or sustainment program experience, preferably in the aerospace and defense industry.
Experience with the DoD customer community and contract negotiations with these entities.
Experience with financial analysis tools and project management tools and/or systems
Working knowledge of EX/IM and Security requirements.
Program execution experience managing program staffing, assignments and resources.
Experience developing and reviewing cost proposals and synthesizing Proposal Review and Contract Start-up packages for management review and approval.
Working knowledge of contract formation, execution, and management.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels.
