PRIMARY RESPONSIBILITIES:

Programmatic

  1. With direction from the Director of Housing, the Associate Director of Housing plans, organizes and administers ECSs Housing Services, ensuring housing retention, helping residents meet their health and social needs and achieve their highest level of self-sufficiency, and developing residential community.
  2. Fosters innovative thinking, best practice, cooperation, collaboration and service integration among Housing Services staff and partners, as well as between ECSs Housing Services and other ECS programs.
  3. Develops, negotiates and manages effective public and private partnerships for housing, social services, health services and money management.
  4. Maintains efficient, user-friendly client data and reporting systems.
  5. In partnership with ECSs Associate Director and the Director of Housing, facilitates effective service delivery by development and management of quality assurance and program evaluation systems.
  6. Hires, trains, supports, supervises, evaluates and, when necessary, dismisses program staff.
  7. Works with the Director of Housing to provide direct supervision to the Support Services Managers, the Clinical Services Manager, the Food Services Coordinator and the Administrative Assistant.
  8. Supports Housing Services staff by ensuring a work environment marked by positive communication, participation, and opportunity for professional development.
  9. Collaborates with the ECS Volunteer Coordinator to provide meaningful and rewarding volunteer work opportunities within Housing Services.

Administrative

  1. Works closely with ECSs Director of Housing Development and Asset Management to afford residents safe, clean and well-managed housing facilities.
  2. Advises the Executive Director and, at his or her request, the ECS Planning and Program Committee, and the ECS Board of Directors on supportive housing concerns, and assumes leadership of new Housing Services initiatives.
  3. Participates in regular meetings of ECSs directors and management staff to promote collaboration and service integration and attends meetings of the ECS Board of Directors, as appropriate.
  4. Represents ECS to community organizations, networks and coalitions to encourage positive and collaborative working relationships, to influence favorable housing policy and to improve service delivery, and encourages appropriate staff participation in same.
  5. Collaboratively with ECSs CFO, Director of Housing, and finance staff, develops Housing Services budgets and coordinates with ECSs Director of Housing Development and Asset Management regarding operations budget to ensure effective financial management of programs.
  6. With direction from the Director of Housing, assumes responsibility for housing-related fund development from private and public sources, researching and writing proposals, and negotiating and reporting grants and contracts, directly and collaboratively with ECSs Development Department and Finance Department; .
  7. Maintains productive working relationships with key private and public funders.
  8. Ensures full compliance with contracts and regulatory agreements.
  9. May perform other duties as assigned.



Qualifications

QUALIFICATIONS:

  1. At least five years of progressive experience in human services administration.
  2. Experience in supportive housing and/or service delivery for homeless and other very low-income families and individuals.
  3. Masters degree in social work, nonprofit administration or related human services field preferred.
  4. Strong working knowledge of the physical and behavioral health needs of ECSs client population.
  5. Knowledge of and commitment to harm reduction practices.
  6. Working knowledge of housing and homeless services funding sources, both public and private.
  7. Commitment to ECSs mission and to its organizational values.
  8. Ability to maintain focus on organizational vision while attending to necessary and appropriate details.
  9. Excellent written, verbal and interpersonal communication skills.
  10. Collaborative work style, initiative and flexibility.
  11. Ability to influence, mediate and negotiate.
  12. Highest integrity.
  13. Computer proficiency.

OTHER: Initial background check, including finger-imaging is required. Must secure annual TB screen. Must be able to meet physical requirements of the position. Will honor and abide by Episcopal Community Services rules and regulations, including confidentiality.
