The Senior Director of Capital Projects & Campus Development builds strong relationships across departments and serves as a trusted advisor to leadership on capital project planning, campus development initiatives, and infrastructure improvements. This role provides strategic guidance to internal stakeholders and operational leaders to ensure projects align with the Authority’s operational priorities, campus master planning goals, and long-term facility needs.
Senior Director of Capital Projects & Campus Development
Position Summary
The Director of Capital Projects & Campus Development leads the planning, coordination, and execution of capital improvement, facility expansion, and renovation projects across the Authority’s campus. Reporting to the Chief Operating Officer, this position plays a critical role in translating the organization’s Campus Master Plan and operational priorities into successful capital projects. The Director oversees the full lifecycle of campus development initiatives, ensuring projects are delivered safely, efficiently, and within budget while supporting operational excellence and an exceptional guest experience. This role ensures the effective planning and delivery of capital projects through oversight of project budgets, schedules, procurement processes, and contract administration, while maintaining the integrity of project management systems, documentation, and reporting tools used to monitor project progress, financial performance, and compliance with regulatory and contractual requirements. The Director also leads project management staff, coordinates with external partners and government agencies, and ensures alignment between capital initiatives and campus operational needs, while contributing to long-term planning efforts and advising leadership on capital investment strategies that sustain and enhance the Authority’s facilities.

This individual serves as a key steward of the Authority’s campus development and capital improvement initiatives, ensuring that projects, processes, and systems are managed effectively, delivered in compliance with applicable standards, and executed with a high level of coordination, accountability, and service to internal and external stakeholders. Senior Director of Capital Projects & Campus Development Physical Demands

Senior Director of Capital Projects & Campus Development Essential Duties and Responsibilities
Strategic Planning and Campus Development
- Support the COO in implementing the Authority’s Campus Master Plan and long-term development strategy.
- Participate in the ongoing development, evaluation, and updates of the Campus Master Plan.
- Provide strategic recommendations on the prioritization and sequencing of capital improvement projects.
- Monitor and track the status, progress, and outcomes of all campus capital projects.
- Support major campus initiatives including facility modernization, infrastructure improvements, and campus development projects.
- Identify innovative solutions that improve facility performance, operational efficiency, and long-term sustainability.
Capital Project Management
- Lead the planning and execution of capital improvement, renovation, and facility expansion projects across the campus.
- Manage project costs and ensure delivery within approved budgets and timelines.
- Draft and oversee the issuance of project proposals, Requests for Proposals (RFPs), budgets, and preliminary schedules.
- Participate in the selection and award process for consultants, architects, engineers, and construction firms.
- Serve as the primary liaison between the Authority and architects, engineers, contractors, and consultants.
- Coordinate pre-construction meetings and project progress meetings with contractors and project teams.
- Review field inspection reports and maintain detailed project observation documentation.
- Ensure contractors comply with the terms and conditions of executed agreements.
- Review and approve contractor and consultant payment applications.
- Prepare and review substantial completion certificates and ensure all required project closeout documentation is obtained.
- Coordinate final inspections, punch lists, commissioning, and owner acceptance of completed projects.
- Conduct post-project reviews to identify lessons learned and opportunities for improvement.
External Agency and Partner Coordination
- Collaborate with external agencies, including the Georgia State Financing and Investment Commission (GSFIC), on project administration, preparation, and budgeting.
- Work closely with internal departments including finance, procurement, operations, and executive leadership to support project planning and delivery.
- Support procurement initiatives to diversify vendor participation and strengthen vendor partnerships.
Department Leadership and Staff Management
- Lead and manage project managers and project support staff responsible for capital projects.
- Allocate project resources across initiatives and manage project workload centrally.
- Provide mentorship, coaching, and development opportunities for project management staff.
- Support succession planning within the department to ensure continuity of knowledge and leadership.
- Foster a collaborative, solution-oriented work environment focused on accountability and innovation.
Project Governance, Systems, and Reporting
- Establish and maintain project management processes, procedures, and governance standards.
- Utilize project management platforms such as Monday.com to track project progress, budgets, and milestones.
- Maintain centralized project documentation systems including project records and master tracking tools.
- Manage the Master Project Worksheet and related reporting tools used to track capital projects.
- Provide regular project updates and reports to the COO and executive leadership as required.
- Prepare reports and presentations for the Board of Governors regarding campus development and capital project status.
Organizational Leadership
- Maintain a professional image that reflects the mission, values, and philosophy of the Authority.
- Serve as a strategic collaborator and connector across departments and external partners.
- Support initiatives that promote operational excellence, sustainability, and innovation across campus facilities.
- Perform other duties, special projects, and responsibilities as assigned by the COO.
Senior Director of Capital Projects & Campus Development Knowledge, Skills, and Abilities
- Strong knowledge of construction processes, project delivery methods, and contract administration.
- Strategic planning skills with the ability to translate long-term plans into executable projects.
- Strong financial management and project budgeting experience.

Senior Director of Capital Projects & Campus Development Education and/or Experience
- Bachelor’s degree in Construction Management, Engineering, Architecture, Project Management, or a related field preferred.
- Minimum 8–10 years of progressive experience managing capital construction or large-scale facility projects.
- Experience managing capital improvements within existing operational facilities or campuses preferred.
- Demonstrated experience leading or supervising project teams.
- Experience coordinating projects with government agencies or public-sector partners preferred.
- Experience supporting campus master planning initiatives preferred.
- Experience with project management software platforms such as Monday.com a plus
