The Ground Segment Lead is responsible for the end-to-end definition, planning, implementation and delivery of the Satellite Ground Segment and associated Cybersecurity programme for a new GEO satellite. The role will lead cross-functional teams and coordinate satellite manufacturers, ground system vendors, internal stakeholders and key customers to ensure that all ground infrastructure, software, cybersecurity and operational capabilities are delivered in accordance with programme requirements and the satellite master schedule.

The role will also serve as a key customer interface, ensuring customer requirements and concerns are appropriately addressed throughout the programme and that customer readiness is aligned with satellite launch, In-Orbit Testing (IOT) and commencement of commercial services.

Key Responsibilities

  • Overall lead for the Satellite Ground Segment and associated Cybersecurity programme, including defining the requirements, architecture, scope and implementation plan necessary to meet Singtel's operational, technical, security and customer requirements.
  • Lead the design, planning and implementation of the Satellite Ground Segment and Cybersecurity programme, working with cross-functional teams, the satellite manufacturer, system integrators and various equipment and technology vendors.
  • Develop and maintain the Ground Segment master schedule and ensure alignment with the overall satellite programme, including spacecraft development, launch, Launch and Early Orbit Phase (LEOP), IOT and commercial service commencement.
  • Monitor and ensure that the satellite manufacturer's development and implementation of the Ground Segment are aligned with the overall programme master schedule. Identify schedule dependencies, delays and risks, and drive appropriate recovery and mitigation actions.
  • Deliver all Ground Segment and Cybersecurity programme milestones, including design reviews, procurement, Factory Acceptance Testing (FAT), installation, Site Acceptance Testing (SAT), integration, cybersecurity testing, operational readiness and final system acceptance.
  • Manage the implementation and readiness of the ground station and associated infrastructure, including TT&C systems, antenna and RF systems, network infrastructure, satellite control systems, Network Management Systems, monitoring systems, cybersecurity systems and supporting facilities.
  • Monitor and track the development and progress of all associated software required for satellite network management, payload configuration, resource management, satellite operations, monitoring and control.
  • Coordinate closely with the satellite manufacturer to ensure spacecraft-to-ground interfaces are properly defined, implemented, tested and maintained, including TT&C, payload management, telemetry, command, RF, data and network interfaces.
  • Manage Ground Segment technical requirements and Interface Control Documents (ICDs), and ensure that changes to spacecraft, payload or ground-system configurations are assessed for their downstream technical, schedule and operational impacts.
  • Lead Ground Segment readiness for satellite launch, LEOP and IOT, ensuring that the required TT&C facilities, ground systems, network connectivity, cybersecurity controls, operating procedures and support personnel are ready and validated ahead of key programme milestones.
  • Develop and coordinate the overall Ground Segment verification and acceptance programme, including FAT, SAT, integration testing, cybersecurity testing and end-to-end satellite-ground testing.
  • Manage Ground Segment suppliers and contractors, including scope of work, technical deliverables, programme schedules, contractual milestones, acceptance criteria, technical clarifications, change requests and outstanding issues.
  • Maintain and manage the Ground Segment risk, issue and action registers, proactively identifying technical, cybersecurity, schedule, supplier, customer and operational risks, and driving mitigation actions through closure.
  • Coordinate the transition of completed Ground Segment systems into operations, including documentation, operating procedures, training, knowledge transfer, configuration management and operational handover.

Customer & Contract Management

  • Responsible for engaging with key customers to understand their technical, operational and commercial requirements, concerns and programme dependencies.
  • Act as the key programme interface for customer-related Ground Segment matters, coordinating across customers, internal teams, satellite manufacturers and suppliers to resolve technical and programme issues.
  • Provide customers with regular programme progress updates and technical reports, including monthly and quarterly reporting on satellite and Ground Segment development, key milestones, risks, issues and mitigation actions.
  • Manage and coordinate customer technical requirements and service readiness, including frequencies, carrier plans, network interfaces, gateway requirements, testing requirements and other service-specific requirements.
  • Develop and manage customer migration and service-readiness plans, ensuring customer activities are coordinated with satellite launch, IOT, service testing and commercial service commencement.
  • Coordinate customer participation in end-to-end testing, IOT and service acceptance, where applicable, and ensure issues affecting customer service readiness are tracked and resolved.
  • Manage and coordinate contractual matters relating to key customers, including tracking contractual obligations, deliverables, milestones, dependencies, customer commitments and changes arising during programme implementation, in collaboration with relevant Commercial and Legal teams.
  • Work with Commercial, Legal, Engineering and Programme teams to assess and manage the impact of customer change requests, technical deviations, schedule changes and contractual issues.

Project Management & Governance

  • Manage the Ground Segment programme across scope, schedule, cost, quality and risk, ensuring delivery within the approved programme baseline.
  • Establish appropriate programme governance and provide regular reporting to management on schedule status, milestones, critical dependencies, risks, budget and major technical issues.
  • Coordinate internal resources across Satellite Engineering, Operations, Network, IT, Cybersecurity, Regulatory, Procurement, Commercial and other supporting functions.
  • Manage changes to project scope, schedule, technical requirements and cost, ensuring that programme impacts are properly assessed, approved and controlled.
  • Identify and escalate critical issues that may affect satellite launch, Ground Segment readiness, IOT, customer migration or commercial service commencement.

Qualifications & Experience
