DIVISION OF LAW ENFORCEMENT

BOATING AND WATERWAYS SECTION

GRANTS SPECIALIST 4 (LEON COUNTY / POSITION NUMBER 77072989)

This position will assist the Boat Access Unit, Boating and Waterways Section in the administration, management, and evaluation of federal and state grant programs and any subgrants assigned to the position for the duration and lifecycle of the grant and general duties associated with the programs or directives of the Section.

Responsible for the administrative and program review/analysis of grant applications to ensure compliance with federal and state guidelines prior to award. Provide advice and technical assistance to local units of government and other agencies regarding program development.

Publishes notices in the Florida Administrative Record (FAR) related to the availability, application and evaluation of federal grant opportunities administered by the Section.

Receives grant applications, engages grant evaluation team volunteers and facilitates evaluation process.

Write federal grant applications, transmittal letters, agreements, amendments and route to the directed division and agency offices. Create and maintain electronic recipient grant files.

Review and process quarterly progress reports, financial reimbursement requests and final payout reimbursements submitted by grantees. Ensures compliance with federal annual audit requirements.

Reviews quarterly programmatic reports and performs both desk and on-site programmatic, administrative, and financial monitoring of projects to ensure compliance with federal, state, and local policies, procedures, and program objectives established in approved grant applications.

Updates the grant tracking information for federal awards on the SharePoint site. Prepares and submits federal reports to the US Fish and Wildlife Service via TRACS, GrantSolutions and/or any other system as required.

Participates in conferences, workshops, seminars, and training activities and performs additional assignments as required.

Knowledge, skills, and abilities, including utilization of equipment, required for the position:

  • Communicate effectively verbally and in writing.
  • Ability to communicate effectively with the public in a courteous manner.
  • Ability to use personal computer and experience working on Microsoft Office Products (Word, Excel, Outlook, SharePoint).
  • Ability to set up and organize office files.
  • Ability to work independently.
  • Knowledge of general purchasing, contracts, and agreements.
  • Knowledge of Chapter 287, 2 CFR 200, Florida Statues, and requirements of grant and contracts.
  • Experience with payment of invoices, general accounting practices, and review and reconciliation of accounts.
