About the Program
Abt PNG Management Services is a shared services platform supporting seven programs based in PNG.
The seven programs include:
Australia PNG Economic Partnership (APEP)
Australia PNG Subnational Program (APSP)
PNG-Australia Transition to Health (PATH)
PNG Partnerships for Improving Education (PIE)
PNG Women’s Lead (PNGWL)
Papua New Guinea Institutional Partnerships Program (PIPP)
PNG Secondary Education Program (PSEP)
The Abt PNG Management Services departments support the delivery of the above mentioned Abt Programs through corporate services functions across seven teams including Finance and Travel, People and Culture, Procurement, Grants Management, Legal and Contracts, ICT, Facilities and Logistics and Safety and Security.
About the Opportunity
The Grants Officer will support the Grants Management team to ensure grants are compliant with contract and client requirements and aligned with Abt systems, processes and procedures. The role will also support the Grants Management team to ensure grant finances are accurately tracked, recorded and reported. Specifically, the position will support the School Infrastructure Fund (SIF) Coordinator to manage SIF grants as required.
Key responsibilities
The Grants Officer will support a “whole of Abt PNG” approach to grant management and is responsible for the following:
Leadership
Work collaboratively within the Grants Management team to ensure deadlines and deliverables are met.
Support the Grants Management team by providing advice and guidance to program teams across all phases of grants management.
Grants Management
Systems and Processes
Support the development and maintenance of grants procedures and templates.
Training
Support the preparation of training materials aligned with the Grants Training Framework.
Assist with the delivery of training to internal and external stakeholders.
Support training and communication on updated grants policies, procedures, manuals and tools, as required.
Undertake any other duties as required by the Senior Grants & Procurement Manager, Grants Compliance & Finance Managers and SIF Coordinator.
Key deliverables
Provide efficient grants management support to the Grants Management team, including the timely and quality review of grant budgets, financial reports (acquittals) and audit reports.
Assist with tracking grant deliverables and maintaining accurate grants document and data control.
Support the development and updating of procedures, templates and training materials.
Contribute to training on all aspects of grants management.
Ensure timely reporting of suspected or actual fraud cases.

About You

To be successful in this role, you will have:
Qualifications
Minimum Diploma in Accounting, Business Administration, Finance, Commerce, or related field
Knowledge
Knowledge of end-to-end processes for grant establishment, management, and closure.
Understanding of grant agreements, compliance, audit and financial requirements.
Skills/Experience
Two years of grant management experience with international donor, civil society, government or corporate philanthropy programs
Strong organisational and administrative skills, and written and oral communication skills.
Demonstrated financial proficiency and use of Microsoft Word/Excel and Smartsheet.
Education sector and/or small-scale infrastructure and equipment procurement or project management experience is desirable.
Personal Attributes
Ability to work as part of a team to achieve goals, and to deal with multiple projects across a range of stakeholders.
High attention to detail and highly organised.
Tact and diplomacy when dealing with sensitive and confidential material.
Ability to work within ambiguous and changing circumstances
