Classified-Exempt Position

Wildlife Resources/Charleston HQ Assist Federal Aid Coordinator and WRS Business Unit Manager in administering all grant activities involving the Wildlife and Sport Fish Restoration Grant Program and other grants supporting the Wildlife Resources Section. Provide administrative support and review of grant application documents. Assist in developing and/or acquiring required compliance documentation. Coordinate timely submission of all grant activities, including new grant submissions, amendments, Performance/Financial Reports, and related grant notes as needed. Assist Federal Aid Coordinator and Business Unit Manager in coordinating all grant administration to ensure compliance with State, Federal, and Agency guidelines, policies and procedures. Assist in preparation of documents required for State and Federal Audits. Attend and participate in training and meetings regarding Federal Aid administration, compliance, policy and procedure. Work directly with DNR program staff and sub­recipient staff to monitor and document grant compliance and activities. Review financial documents, perform desk audits of financial records for expenditure eligibility, prepare compliance documentation for grant files. Assist with development of all contracts and sub award agreements for grant-funded projects in the Wildlife Resources Section. Oversee application of the Standard Operating Procedure-Non-Federal Entity Determination and Managing the Sub-recipient Process with Project Managers, including the gathering of all required compliance documentation, and facilitating sub-recipient Monitoring Plans. Provide administrative support and guidance to sub-recipients, including an annual review of agreement and applicable monitoring plan, site visits, and quarterly expenditure reviews to ensure compliance to all State, Federal, and Agency guidelines.

Provide training and guidance to technical and professional staff regarding Federal and other grant programs. Maintain information and program guidance from Federal partners to ensure agency awareness and compliance with federal regulations related to grants as well as the terms and conditions applied to each award. Prepare quarterly (or as needed) Federal Aid training/updates to Project Managers and staff.

Complete projects and other assignments as given by Federal Aid Coordinator, Business Manager, or other Senior Management in a timely and conscientious manner. Special projects may include federal audits, civil rights reviews, TRACS & Grant Solutions and EZfed grants (grant platforms) coordination, events, workshops, and various meetings. Requires the ability to maintain favorable working relationships with a wide variety of professional stakeholders; has regular contact with sub-recipients which may include on-site reviews. Performs related work as required. Regular attendance is required.

Qualifications

Training: Graduation from an accredited four-year college or university with a major in business or public administration, economics, finance, business management or accounting or related areas.

Substitution: Additional qualifying experience as described below may be substituted for the required training on a year-for-year basis.


Experience: One year of full-time or equivalent part-time paid experience in grants management or public funds administration.

Substitution: Master's degree in business or public administration, economics, finance, business management, accounting, or a closely related field, from an accredited college or university, may be substituted for the required experience.
