SALARY RANGE: $66,957.03 - $78,529.85

POSITION PURPOSE:

Under the general direction of the Director of Budgets & Grants, the Grants Development Analyst supports HART’s grant development efforts by identifying funding opportunities, coordinating proposal development, and ensuring the timely submission of high-quality, compliant grant applications. The position manages the pre-award lifecycle from funding opportunity identification through submission and collaborates with program staff, Finance, leadership, Government Relations firms, external partners, and funding agencies to develop competitive proposals aligned with HART’s strategic, legislative, and funding priorities.

The Grants Development Analyst maintains knowledge of current and emerging funding opportunities; ensures compliance with sponsor requirements, organizational policies, and applicable regulations; and supports professional relationships with funding agencies, governmental partners, program administrators, and other stakeholders. The position coordinates grant-development activities across internal and external partners to maximize funding opportunities and advance HART’s organizational objectives.

ESSENTIAL JOB FUNCTIONS:

Grant Research and Funding Opportunity Identification

  • Research and identify federal, state, local, foundation, and corporate funding opportunities that aligned with HART’s priorities.
  • Coordinate planning meetings to select projects and review requirements, readiness, capacity, and risk
  • Monitor grant databases, funding agency announcements, and philanthropic trends to identify emerging opportunities.
  • Evaluate funding opportunities for eligibility, competitiveness, funding potential, and strategic alignment.
  • Develop and maintain a funding opportunity calendar, including deadlines and key milestones.
  • Prepare funding opportunity summaries and recommendations for leadership.
  • Develop professional working relationships with grant-program officers, funding agencies, governmental partners, and prospective project partners.
  • Identify opportunities for joint applications, letters of support, matching funds, and other strategic partnerships.

Proposal Development and Coordination

  • Coordinate, write, review and submit all grant application with the collaboration of the program and project teams.
  • Develop proposal timelines and manage internal deadlines to ensure timely submissions.
  • Collaborate with program managers and subject matter experts to gather technical and programmatic information.
  • Draft and edit proposal narratives, executive summaries, needs assessments, organizational capacity statements, and supporting documentation.
  • Coordinate internal proposal reviews, revisions, and approvals.
  • Ensure consistency in proposal messaging, organizational information, and branding.
  • Participate in pre-application meetings, webinars, conferences, and technical-assistance sessions as appropriate.

Budget Development

  • Collaborate with Finance to develop accurate and compliant grant budgets.
  • Collaborate with departments to identify capital needs during budget planning process
  • Assist with budget narratives and justifications.
  • Verify alignment among proposed budgets, project objectives and sponsor requirements.
  • Review proposals budgets for cost allowability, funding restrictions, and compliance with applicable requirements.

Compliance and Quality Assurance

  • Review funding announcements, application instructions, and sponsor requirements to identify compliance requirements.
  • Ensure all required forms, certifications, attachments, and supporting documentation are complete and accurate.
  • Maintain proposal checklists and quality control procedures.
  • Review applications for compliance with organizational policies, sponsor requirements, and applicable regulations.
  • Coordinate proposal submissions through sponsor portals, including Grants.gov, JustGrants, state grant systems, foundation portals.
  • Maintain current knowledge of applicable federal, state, local, foundation, and corporate funding programs applicable to HART.

Grants Records and Pre-Award Administration

  • Maintain organized electronic grant files and proposal documentation.
  • Track proposal status from development through award notification.
  • Maintain grant opportunity and submission databases.
  • Prepare reports on proposal activity, funding trends, submission outcomes, and success rates.
  • Coordinate the transition of awarded grants to post-award staff through organized documentation and handoff meetings.

Relationship Management

  • Serve as a point of contact with funding agencies regarding application requirements and submission processes.
  • Coordinate communication among internal stakeholders throughout proposal development.
  • Build collaborative relationships with community partners, subcontractors, and other external stakeholders involved in proposals.
  • Coordinate with HART’s Government Relations firms and executive leadership when funding opportunities involve elected officials, legislative offices, appropriations, or broader governmental strategy.

MARGINAL FUNCTIONS:

  • Performs other work-related duties as assigned.

REQUIREMENTS:

Education

  • Bachelor's degree in Public Administration, Business Administration, Nonprofit Management, Finance, Communications, English, Public Health, Social Sciences, or a related field.
  • Master's degree preferred.

Experience

  • Three (3) years of progressively responsible experience in grant research, proposal development, grant administration, or related field.
  • Experience developing and submitting successful grant applications preferred.
  • Experience with federal grant programs is highly desirable.

Machines, Tools, & Equipment Used:

  • Ability to operate standard office equipment and use computers and software applications, including Microsoft Office and administrative or financial systems.

Licenses/Certifications:

  • None required.

Preferred Qualifications

  • Certified Grant Writer (CGW), Grant Professional Certified (GPC), or similar credential.
  • Experience using Grants.gov, JustGrants, SAM.gov, eCivis, Instrumentl, Foundation Directory Online, or similar platforms.
  • Experience with nonprofit, healthcare, higher education, or government-funded organizations.
  • Knowledge of Uniform Guidance (2 CFR Part 200).

Physical Demands/Work Environment:

  • Work is primarily performed in a standard office environment and may occasionally occur in a warehouse or other non-office setting.
  • Prolonged periods of computer work.
  • Occasional evening or extended hours may be required to meet proposal deadlines.
  • Minimal travel may be required for conferences, technical assistance sessions, or funder meetings, as needed.
  • May require standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
