ABOUT PROGRAM

Higher Education for Innovation and Growth (HEIG) is a five-year U.S. DEPARTMENT OF STATE -funded Activity in Jordan. The goal of the Activity is that Jordanian higher education institutions will be able to provide quality, inclusive, student-centered, market-relevant education, and foster innovation for economic growth, through partnerships with industry.

Position Purpose Summary

Based in Amman, and under the guidance of the Subaward Grants and Contracts Manager, the Grants & Contracts Officer will oversee the activity’s grants and contracts management, and compliance support. S/he will also manage the day-to-day financial operations and ensure compliance with all IREX, U.S. DEPARTMENT OF STATE, and USG requirements. In addition, under the guidance of his/her supervisor, s/he will monitor program budget, provide required reporting, and maintain financial records for all program activities. Performs additional duties and tasks to meet the needs of the organization, team, or as assigned by the supervisor.

Knowledge & Skills:

• Strong understanding of grants, subawards, contracts, compliance, and partner financial management.
• Ability to review financial reports, budgets, supporting documentation, cost-share, in-kind contributions, and audit files accurately.
• Knowledge of donor regulations, including 2 CFR 200 and 700; familiarity with 22 CFR 226 and SAM is desirable.
• Ability to identify risks, recommend corrective actions, and communicate compliance requirements clearly to partners and program staff.
• Demonstrated proficiency with Microsoft Office, including Outlook, Word, PowerPoint, and Excel.
• Strong collaboration, problem-solving, attention to detail, responsiveness, and results-driven follow-through.

Requirements:

• Bachelor’s degree in international development, finance, accounting, or a relevant discipline.
• Minimum of 4 years of experience in finance compliance management, preferably on programs with significant grantmaking or subcontracting components.
• Experience working on U.S. Department of State or USAID-funded programs is strongly preferred.
• Knowledge of local laws, regulations, and reporting processes.
• Demonstrated ability to track and manage partner budgets and ensure alignment with donor regulations.
• Fluency and comfort in Arabic is required; proficiency in English is a plus.
• Positive attitude and willingness to support and assist colleagues.
• Must demonstrate valid proof of unrestricted work authorization in Jordan.

Your Daily Tasks

• Support the technical team in all aspects of grants management to ensure timely and accurate completion of deliverables.
• Review grantee financial reports and supporting documentation for authenticity and compliance with agreement requirements.
• Record partner expenses in the iKNOW system, ensuring accuracy, completeness, and alignment with grant agreements and budgets.
• Process payments to partners and subrecipients by reviewing documentation, verifying compliance with grant terms, and coordinating with finance for timely disbursement.
• Support Due Diligence Questionnaires (DDQs) for new or existing partners, including collecting required documents, reviewing legal and financial compliance, and flagging potential risks.
• Maintain organized grantee documentation and audit-ready files.
• Monitor grantee compliance with U.S. Department of State rules, 2 CFR 200, 700, and IREX policies through desk reviews and site visits.
• Provide training and technical assistance to grantees on compliance, financial reporting, procurement, and documentation standards.
• Support budget development, expenditure tracking, reconciliations, pipeline analyses, cash-flow forecasts, and financial projections related to subawards.
• Support grant closeout processes, including financial reconciliation, property disposition, and final performance reporting.
• Maintain a grants tracking system capturing key milestones such as signing, amendments, renewals, and closeouts.
• Perform additional duties and tasks to meet the needs of the organization, team, or supervisor.

Please note: While we aim to offer competitive compensation, not all candidates will be eligible for the upper end of the salary range.
