This position is within the Division of Water, Water Infrastructure Branch. The branch program
responsibilities include municipal planning, engineering and water infrastructure funding. The Grants
Administrator we are seeking will work in the Infrastructure Oversight Section in Franklin County.
This position works to support critical functions in the State Revolving Fund (SRF) Loan program. This staff
member will interact daily with interesting people in the water industry, including utilities, consultants,
engineers, elected officials and citizens. The position provides an opportunity for helping to successfully
implement sustainable water infrastructure planning and construction, leading to the efficient delivery of
safe, efficient water services in our communities. By working within this Section, the position will serve as
a liaison, coordinating various personnel to successfully deliver the project.
This person is responsible for
clear communication and documentation of compliance with the SRF program, including contract procurement, wage
requirements, materials compliance and acquisition, support for construction and assistance in overall project
management. This position will work closely with staff from the Kentucky Infrastructure Authority, focusing on
the managerial and technical aspects of these projects. The outcomes from this protect human health and the
environment and provide for current needs of citizens, while developing resilient communities in the future.
Holders of this Grants Administrator position will complete tasks such as:
Educating participants, stakeholders, and support marketing to prospective participants to communicate
the requirements of the SRF program through training and outreach.
- Coordinate with KIA to assist borrowers in application to the SRF and to ensure that program
requirements are met. These include procurement, Davis Bacon wage rates, American Iron and Steel (AIS), Build
America, Buy American (BABA). - Assist borrowers with project documentation required under the loan program
which is subject to audit by the USEPA.
- Serve as the Division of Water project manager, ensuring projects are progressing to completion and
implementation, which is important to efficient use of loan funds.
- Participate in on-site project meetings to observe construction progress, and coordinate with the
engineering section to ensure technical aspects of construction are completed appropriately
- Ensure projects are consistent with long term community planning and environmental sensitivity,
supporting functions in the municipal planning section of the branch.

Valuable communication skills, working with a variety of individuals in the water industry
- Use of Geographic Information System tools in the development of planning and construction projects, and
to document details of funded projects
- Interpretation of program guidelines and providing input on project development
Desired candidates possess the following requisite skills or experience applicable to the position:
Clear communication and strong interpersonal skills, ability to communicate technical and non-technical
subjects to a wide audience
- Experience with Federal grant programs, or other infrastructure funding programs funded by public funds
- Experience with general construction, including any related project management
- Use of Microsoft software and general use Geographic Information System tools
Additional position information: Incumbents working in this position typically perform duties in an office
environment. This position works to support Federally funded water infrastructure construction projects. As
such, the position requires travel as necessary to monitor progress, coordinate with utilities, communicate
with stakeholders, and perform program outreach.
