The Division of Licensing and Background Checks (DLBC) protects vulnerable populations in Utah by licensing and overseeing foster care, childcare, human services, and health facilities, as well as managing mandatory background checks. As the DLBC GRAMA Officer, you will manage the lifecycle of Government Records Access and Management Act (GRAMA) requests submitted to the division. You will serve as the primary point of contact for public records processing, navigating sensitive data (e.g., licensing inspection records, administrative sanctions, and protected health/client information) while ensuring compliance with Utah statutory timelines and privacy laws.Day-to-Day ResponsibilitiesSelf-Directed Workflow & Initiative: Proactively manage workload during variable volume cycles. Independently transition between high-intensity periods (processing up to 10+ time-sensitive requests daily) and low-volume periods by initiating proactive records maintenance, updating division retention schedules, auditing archives, and optimizing internal workflows without needing direct daily task assignment. Process & Coordinate GRAMA Requests: Log, track, and manage public records requests. Ensure strict adherence to statutory turnaround times (e.g., 10-day standard or 5-day expedited deadlines).Review & Redact Sensitive Records: Analyze complex records—including licensing investigation files, facility inspection notes, and regulatory documents—to determine public vs. non-public classifications under Utah Code § 63G-2. Redact sensitive personal data (e.g., PII, protected health information, private child care/foster care details).Inter-Agency & Legal Collaboration: Coordinate with DLBC licensing specialists, background check analysts, agency legal counsel (Attorney General’s Office), and state records administrators to clarify records scope and verify legally required withholdings or redactions.Fee Assessment & Cost Estimations: Calculate time, labor, and reproduction fees for complex requests; communicate fee estimates to requesters and manage billing/payment processing prior to record disclosure.Denials & Appeals Support: Draft formal notice of denial or partial denial letters outlining statutory justifications under GRAMA. Gather supporting documentation and assist division leadership or legal counsel during GRAMA appeal hearings before the State Records Committee or Chief Administrative Officer.Records Management & Training: Maintain division retention schedules, archive historical division records, and educate internal DLBC staff on proper documentation practices and state records management guidelines.
Minimum ("Day-One") Qualifications These are the baseline knowledge, skills, and abilities required to perform the core functions upon hire:Self-Motivation & Time Management: Demonstrated ability to work autonomously with minimal supervision, maintaining high productivity and focus through fluctuating workloads and variable request volumes.Legal/Statutory Aptitude: Understanding of public records law, legal research, or statutory frameworks (preference given to direct experience with Utah Code Title 63G, Chapter 2 — GRAMA, or equivalent state/federal FOIA laws).Data Privacy & Redaction Experience: Proven experience reviewing documents containing sensitive, confidential, or legally protected information (e.g., HIPAA, PII, criminal history records) and applying appropriate redaction techniques.Technical Proficiency: Experience navigating state databases, document management software, database query tools, and standard document editing platforms (e.g., Adobe Acrobat Pro for redactions and metadata removal).Communication Skills: Clear written and verbal communication skills needed to draft formal statutory notices, legal correspondence, and interact diplomatically with media, attorneys, facility operators, and the public.Time Management & Organization: Strong organizational skills with the ability to prioritize competing statutory deadlines and handle multiple high-volume request files simultaneously.Experience: Professional experience in public records administration, paralegal work, or regulatory compliance.
Candidates possessing these preferred skills will be prioritized, though training can be provided upon hire:
State of Utah Certification: Current State of Utah Certified Records Officer designation (or ability to achieve certification within 30 days of hire).
DLBC Domain Knowledge: Familiarity with Utah Division of Licensing and Background Checks operations, human services regulations, health facility licensing standards, or background screening processes.
State Records Systems: Experience using the Utah Open Records Portal, State Archives retention schedules, or Utah-specific agency databases.
Appeals & Litigation Support: Prior experience drafting responses for administrative appeals, preparing logs for privilege review, or testifying/presenting before administrative panels (such as the Utah State Records Committee).
