About The Role

The Governmental Affairs & Market Access Manager plays a pivotal role in shaping the external healthcare environment and securing optimal access to AstraZeneca’s portfolio in Estonia.

You will lead reimbursement and pricing strategies, engage with key political and payer stakeholders, and ensure patients gain timely access to innovative therapies. This role combines strategic thinking, stakeholder influence, and cross-functional collaboration

The position operates at country level (Estonia), with close collaboration across Baltic and regional teams.

Key Responsibilities

What you’ll do

Governmental affairs & policy engagement

  • Monitor and analyse healthcare policy developments in Estonia
  • Shape and influence the healthcare agenda through engagement with policymakers
  • Build and maintain strong relationships with political stakeholders, authorities, and institution

Stakeholder engagement & negotiations

  • Lead negotiations with Estonian payers and governmental bodies
  • Represent AstraZeneca in pricing and reimbursement discussions
  • Engage with healthcare decision-makers, industry associations, and external partners

Market access & reimbursement

  • Develop and execute reimbursement strategies for AstraZeneca brands in Estonia
  • Secure and maintain optimal pricing and reimbursement conditions
  • Design pricing strategies and risk-sharing agreements with payers

Insights & strategy

  • Map the payer landscape and generate competitive intelligence
  • Gather insights on pricing, reimbursement, and policy trends
  • Translate insights into actionable strategies across cross-functional teams

Cross-functional collaboration

  • Partner closely with Medical, Commercial, Regulatory, and Health Economics teams
  • Contribute to local and regional strategic initiatives
  • Support market access planning for pipeline products

Governance & compliance

  • Ensure all activities comply with local regulations and AstraZeneca standards
  • Maintain high-quality documentation and adherence to internal processes

Essential

What you’ll bring

  • Bachelor’s degree (or higher) in health economics, political science, economics, business, or related field
  • Strong understanding of the Estonian healthcare system, reimbursement processes, and pharmaceutical market
  • Experience in public policy, governmental affairs, or market access in healthcare/pharma
  • Excellent communication and stakeholder engagement skills
  • Fluency in Estonian and English
  • Strong analytical and strategic thinking capabilities
  • Ability to influence and collaborate across internal and external stakeholders

Desirable

  • Experience in pharmaceutical market access or pricing roles
  • Knowledge of health economics and outcomes research (HEOR)
  • Previous experience working with payers or government institutions
  • Project management experience

Salary range : 56,682.40 - 85,023.60 EUR Gross Annual
