The Government Relations (GR) Manager is responsible for overseeing all interactions with government authorities and ensuring full compliance with Saudi regulatory requirements. This role manages governmental processes related to licensing, visas, work permits, and other operational approvals essential for the company’s continuity. The GR Manager will serve as the primary liaison between the company and government bodies, ensuring timely and efficient execution of all regulatory obligations. Additionally, the role will coordinate with Tetra Pak–appointed legal partners in Jordan, Lebanon, Yemen, Kuwait, and the UAE on matters involving government regulations and compliance.
This position will be based in Jeddah, Saudi Arabia.
Government Liaison & Compliance
• Build and maintain strong relationships with key government entities, including MOHR, GOSI, MISA, Civil Defense, Customs, Chamber of Commerce, MOI, and Municipality.
• Ensure full compliance with all Saudi labor laws, immigration regulations, and governmental procedures.
• Manage business licenses, renewals, permits, and legal documentation to ensure seamless and uninterrupted operations.
Employee Visa & Work Permit Management
• Supervise the issuance, renewal, and cancellation of visas, work permits, and residency (Iqama) for all employees.
• Support new staff and their direct family members so they settle smoothly.
• Oversee the creation and renewal of employment contracts within the Qiwa platform.
• Manage the Saudization program, ensuring adherence to mandated quotas and national workforce regulations.
Regulatory Strategy & Reporting
• Monitor updates to Saudi laws, regulations, and policies, CR’s, all kind of licenses, providing timely insights on their impact to senior management.
• Ensure accurate and timely submission of required reports, filings, survey’s and documentation to relevant authorities.
• Develop and implement process improvements to optimize government-related workflows and enhance operational efficiency.
• Manage one person directly reporting to you, admin assistant/broker.
Crisis Management & Dispute Resolution
• Address government-related disputes and compliance issues in collaboration with HR and Legal teams.
• Act as the primary point of contact during audits, inspections, and official reviews conducted by government authorities.
• Lead the disciplinary committee activities and participate in staff disciplinary processes
Education & Experience
• Bachelor’s degree in business administration, Public Relations, Law, or a related field.
• Minimum of 6 years’ experience in Government Relations within logistics, e-commerce, or multinational organizations.
Technical & Regulatory Expertise
• Strong knowledge of Saudi labor regulations, immigration rules, and general business compliance requirements.
• Hands-on experience with GOSI, Muqeem, Qiwa, and Mudad systems.
Interpersonal & Professional Skills
• Established network and strong relationships with key government entities and regulatory bodies.
• Excellent communication skills in both Arabic and English, with strong negotiation and stakeholder management abilities.
• Proven problem-solving capabilities with the ability to manage complex regulatory processes and resolve compliance challenges effectively.
• Travel to Riyadh and other countries - GCC when needed
