VIGILINT is seeking a Program Manager – ILS2 to lead our medical operations in support of the Indo-Pacific Logistics and Sustainment Services (ILS2) program.

ILS2 provides integrated logistics, sustainment, and mission-enabling support to U.S. military operations throughout the Indo-Pacific region. As part of this broader mission, VIGILINT delivers expeditionary medical capabilities supporting personnel recovery, casualty evacuation (CASEVAC), medical transport, and other operational requirements in complex and austere environments.

The Program Manager is responsible for end-to-end accountability for VIGILINT's program performance, including deployed personnel, operational readiness, contractual commitments, financial results, and customer relationships. Working closely with medical leadership, aviation partners, the prime contractor, and corporate support teams, this individual will ensure reliable execution of medical support requirements across geographically dispersed locations.

This is a hands-on leadership role for a builder who can establish effective processes, lead distributed teams, and translate complex operational requirements into reliable execution. Success requires sound judgment, financial discipline, clear communication under pressure, and the ability to coordinate across organizational boundaries as mission priorities evolve.

What You’ll Do

Program Leadership & Startup

  • Build and lead VIGILINT’s ILS2 program, turning contractual requirements into practical plans, clear responsibilities, and reliable operating processes.
  • Lead program mobilization and transition activities, coordinating staffing, readiness, corporate support, and partner dependencies.
  • Own program outcomes and follow-through, identifying gaps early and driving solutions rather than simply reporting problems.

Deployed Team Leadership

  • Lead and develop program personnel, including assigned site leadership and support staff, with clear expectations and consistent accountability.
  • Oversee staffing, rotations, onboarding, and deployment readiness to maintain required medical coverage and continuity of operations.
  • Support deployed personnel’s well-being, engagement, and retention while addressing performance and personnel issues promptly and professionally.

Medical Operations & Mission Readiness

  • Coordinate medical staffing and readiness for rotary-wing and fixed-wing personnel recovery, casualty evacuation, medical transport operations, and deployed medical teams.
  • Work with medical leadership, Operations, and Logistics to align personnel, equipment, supplies, maintenance, and site support with mission requirements.
  • Coordinate required training, exercises, and readiness reviews with functional leaders and aviation partners; ensure identified issues are resolved.

Contract Management & Customer Relationships

  • Own VIGILINT’s subcontract requirements, deliverables, performance measures, and implementation of authorized contract changes.
  • Serve as VIGILINT’s primary program contact with the prime contractor and support government engagement through established channels.
  • Build trusted relationships through transparent communication, timely reporting, reliable execution, and early escalation of risks.

Financial Stewardship

  • Manage program budgets, staffing forecasts, cost projections, and financial performance in partnership with Finance.
  • Oversee funding requests, labor and expense reconciliation, and accurate, timely invoicing to the prime contractor.
  • Track separately authorized logistics and procurement costs, address variances, and ensure proposed changes receive appropriate approval.

Systems, Communication & Risk Management

  • Build scalable procedures, reporting routines, and handoffs that connect deployed operations with corporate support.
  • Maintain a clear view of program risks, decisions, and corrective actions, with accountable owners and timely follow-through.
  • Deliver concise, decision-ready updates and use after-action reviews to improve performance, coordination, and operational consistency.

Requirements

  • 10 years of experience in Program Management
  • Excellent written and oral communication skills
  • Proficiency in Microsoft Office programs
  • Must have the ability to work independently and as a member of a team
  • Bachelor’s degree from an accredited college or university or Active Project Management Professional Certification
  • Active Top Secret security clearance
  • Experience with US Government contracts from the Industry side strongly preferred
  • Master of Business Administration degree from an accredited college or university desired
  • Deployed military experience preferred
