Your Specific Responsibilities:

  • Perform quality assurance/quality control reviews for the Community Development Block
    Grant (CDBG) and CDBG-DR program within the Bureau of Small Cities and Rural Communities (BSCRC) and Office of Long-Term Resiliency.
  • Assist in the development of program goals and objectives, identifying resources, interpreting statutes and rules, and providing technical and administrative assistance. Participate, as needed, in the development and revision of compliance-related policies and procedures.
  • Perform regular internal reviews of the CDBG and CDBG-DR programs, procedures, policies, and documents to identify revisions needed for compliance with federal and state requirements.
  • Review subgrant agreement deliverables to ensure compliance with terms and conditions.
  • Prepare federal reports and assist in development of consolidated plan and annual action plan.
  • Review the CDBG and CDBG-DR website for compliance with federal regulations.
  • Provides consultative services and technical assistance to BSCRC and OLTR staff on issues related to compliance and monitoring.
  • Prepare reports and analyses and make recommendations on activities and expenditures of subgrant agreements for efficient and compliant grant management processes.
  • Perform file management and records audits on CDBG and CBDG-DR program subgrant files.
  • Maintain good working relationships and keep in close coordination with CDBG and CDBG-DR grant managers.
  • Prepare reports and analyses and make recommendations to team to determine program action.
  • Review external best practices to ensure a high level of program execution and make recommendations to management if changes are needed.
  • Assist team on special projects as needed.
  • Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

  • Working knowledge of monitoring State and or Federal grants and contracts.
  • Skilled in the use of word processing and spreadsheet software.
  • Ability to coordinate and manage activities with other staff.
  • Ability to demonstrate adaptability and flexibility and handle multiple tasks.
  • Ability to work independently by planning, organizing and coordinating work assignments.
  • Ability to communicate effectively verbally and in writing.
  • Ability to meet deadlines without sacrificing accuracy, customer service, or ethics.
  • Ability to conduct research and provide reports and analyses as required.
  • Ability to work independently and exercise sound judgment while representing the Department’s best interest.
