JOB DUTIES AND RESPONSIBILITIES:
This position is a Contract Manager for DOH-Orange. This position: is for technical work involving writing, negotiating, monitoring and evaluating standard contracts, memorandums of agreement, memorandums of understanding, and revenue generated contracts for multiple programs within the DOH-Orange; consults with the legal office, purchasing department, business office, Contract Administrator and program managers to accomplish the aforementioned; and, requires an excellent knowledge of contract rules and statutes and outstanding skills in working with various programs and vendors
Carry out the preparations for contracting. Enforce the contract terms and conditions and serve as a liaison to the contractor. Write, assemble and execute all DOH-Orange contractual documents including all needed and/or required attachments and exhibits in accordance with established department policy and guidelines. Prepare and process all contract/agreement's renewals, amendments and close-outs. Maintain the files of record pertaining to the contract(s) managed.
Monitor the provider's performance and programmatic terms of the Contract. Ensure the provider has met all contract terms and conditions, and all requirements specified in the standard contract. Prepares and distribute monitor reports and corrective action plans. Provide follow-up to issued corrective action plans to ensure identified deficiency(ies) are corrected.
Processing, inspecting, reviewing, and approving the provider's deliverables and authorizing invoices for payment, as appropriate.Reviewing and reconciling the provider's documentation of contract-related expenditures. Reviewing the provider's detailed budget and maintaining all documentation supporting the cost analysis. Monitor and reconcile encumbrances.
Serve as a liaison between the CHD Program Offices and the Bureau of General Services, Central Purchasing Office, by providing guidance and technical assistance on the submission and requirements of competitive solicitations.
Monitor the Department performance and programmatic terms of the 340B Revenue Generated Contracts. Ensure the Department meets all contractual terms and conditions, and all requirements specified in the contract. Prepares and distributes the monitor report to the Program Office manager. If a corrective action is issued, ensure identified deficiency(ies) are corrected.

KNOWLEDGE, SKILLS AND ABILITIES, INCLUDING UTILIZATION OF EQUIPMENT, REQUIRED FOR THE POSITION
Knowledge of creating, negotiating, executing, and storing contracts/purchase orders.
Understanding contract law, compliance, and legal terminology.
Attention to detail ensuring accuracy in complex documents.
Analyze data to track performance.
Managing multiple tasks simultaneous.
Ability to compare invoices against purchase orders, contracts, and receiving reports, and to resolve discrepancies.
Ability to review performance and evaluate deliverables.
Understanding of contract types, clauses, and legal principles.
Familiarity with federal, state, and organizational procurement policies (e.g., FAR, FS).
Ability to monitor performance and evaluate deliverables.
Strong verbal and written skills for reporting.
Building and maintaining professional relationships.
MINIMUM QUALIFICATIONS:
1+ years of verified experience preparing, assembling, and executing contracts or purchase orders in compliance with department policies.
One year of verifiable experience in reviewing provider deliverables and authorizing invoice payments.
Least one year of verifiable experience interacting with and effectively communicating with providers/vendors/stakeholders.
You may be required to perform emergency duties before, during and/or beyond normal business hours and/or days in the event of an emergency, disaster or threat of disaster man-made or natural.
This position requires daily in-office or field work. You must physically come into the office daily and perform field work.
