Duties and Responsibilities:
This is a highly technical Region level position, which is responsible for the planning, coordination, development, monitoring and performance of Child Protective Investigations as well as Services for the Region. The position relates closely to the Family Safety Program Manager, Program Administrators, unit supervisors and provides inter-and intra-Region coordination of services.
Participate in the Quality Improvement process by conducting on-site visits, review files and evaluate statistical reports for continuous quality improvement of Child Protective Investigations and Services when deemed necessary.
Provide technical assistance and consultation to management and direct service staff on Child Protective Investigations policies, procedures and related legislation. Ensure compliance with statewide policies, procedures and guidelines. Review and analyze Protective Investigation data on a regular basis, remain current with FSFN (or ICWIS) reporting system and navigational tools.
Coordinate and/or conduct programmatic and procedural training relative to Protective Investigations for Region staff and travel to Circuit Service Centers when requested/required.
Run, log and disseminate monthly trend analysis for the Region when necessary. Attend negotiation meetings when requested, as well as internal and external stakeholder meetings in the assigned Circuits.
Provide technical assistance to Program Offices and Community-Based Care providers.
Initiates and coordinates data collection and analysis activities for the Region. Conduct special studies, utilizing established research techniques and decision analysis to identify problems and best practices in the local CPS and CPI service systems. Analysis should include ancillary systems such as SAMH, school systems, DJJ, as well as relevant demographic data. Organizes data into logical formats for presentation in reports, planning documents and other written materials. Coordinate the development and dissemination of reports detailing Region performance on outcome, output and process measures; taking into consideration, contract performance measures, Secretary's goals and PB2 requirements. Reports to be available for the Region, county and provider levels. Provide data and analytic support to the Contract Performance Unit and Quality Management Teams.
Participate as a team member in area and statewide meetings regarding initiatives relevant to Protective Investigations.
Support privatization initiatives and activities for Child Protective Investigations and Services. Organize quarterly PA Meetings for Protective Investigation. Coordinate/assist with quarterly regional training. Assist in the development and implementation of existing, new and/or revised statutes, administrative rules, policies and desk reference materials regarding licensing activities.
Expand knowledge base by participating in extra-educational/leadership activities offered by the Department.
Continue development of job skills necessary to do the job.
Perform other duties as necessary, requested, or assigned by Tallahassee, Family Safety Program Manager or designee.
Responds to Region specific data related records requests.
Knowledge, skills and abilities, including utilization of equipment, required for the position: Knowledge of family safety and preservation. Ability to develop policies, procedures, standards and rules. Ability to develop methods for monitoring and evaluating quality of service and compliance with rules, policies and statutes. Ability to review and evaluate plans and programs. Ability to identify improvements and adjustments needed to insure program effectiveness and efficiency. Ability to establish and maintain a liaison with other agencies. Ability to plan, organize and coordinate work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Ability to use computer systems. Ability to conduct effective case staffings and other meetings. Ability to interact appropriately with families, community resources, service providers and other department professionals. Knowledge of federal and state laws regarding child protection to include but not limited to- ASFA (Adoptions & Safe Families Act), MEPA (Multi-Ethnic Placement Act), ICWA (Indian Child Welfare Act), Chafee, Florida Statutes Chapters 39, 63, and 409. Knowledge of administrative codes and operating procedures. Knowledge of permanency planning best practices. Knowledge of the federal Child and Family Services Review, Florida PIP and the Florida specific review processes. Knowledge of the multiple program components in the field of protective services. Knowledge of federal funding sources - IV-E (federal funding), IV-A, Chafee, Education and Training Vouchers, PSSF, etc. Knowledge of external resources for comprehensive service delivery - children's mental health, housing, substance abuse services for children/parents, public assistance programs, Medicaid, etc. Knowledge of Safety, Permanency and well-being best practices assessment tools evidence based treatment and intervention.
