This position is located in Tallahassee, Florida

and Responsibilities:

The Division of State Lands, as Florida’s lead agency for environmental management and stewardship, serves as staff to the Board of Trustees of the Internal Improvement Trust Fund (Board of Trustees). As such, the Division of State Land’s role goes far beyond just acquiring lands for protection. It provides oversight for the management of activities on more than 12 million acres of public lands including lakes, rivers and islands. These public lands help ensure all Florida’s residents and visitors can experience and truly appreciate the state’s unique landscapes.

In 1855, the Board of Trustees was created as an agency of the Florida government. In 1841, the U.S. government had granted each state in the union 500,000 acres. Combined with the land received because of the Swamp and Overflowed Lands Act of 1850, the Board of Trustees had more than 21 million acres under its control. Since then, Florida has worked to protect and conserve natural resources.

This position is in the Bureau of Survey and Mapping/Title and Land Records Section. This position supports the bureau in maintaining the physical records that now, and historically, pertain to the state’s original public land records of the Board of Trustees of the State of Florida and provides research of state ownership. The position:

• Conducts organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Bureau of Survey and Mapping to operate more efficiently and effectively.
• Conducts surveying and mapping related projects for the Bureau of Survey and Mapping under the guidance of a Professional Land Surveyor.
• Confers with Professional Land Surveyors and others to discuss existing and potential surveys and mapping projects.
• Reviews, researches and determines compliance and qualifications of applications for the Board of Trustees-issued land instruments per Rule 18-21.019, Florida Administrative Code and Chapter 253, Florida Statutes .
• Evaluates plans for projects adjoining sovereignty submerged land and navigable waters to determine the extent of the state’s title interest in the project site in compliance with section 253.77, Florida Statutes.
• Assists with and provides directions on training research staff.
• Researches and evaluates data to determine the extent of the state’s land title interest in any given parcel of land subject to application for purchase, lease, easement, dedication, quitclaim deed or disclaimer; discusses with applicants and drafts correspondence for matters relating to such applications.
• Consults with and advises other agency staff on unusual land title issues and proposals to use state-owned lands.
• Provides consultation with the Bureau of Public Land Administration on matters of determinations of land title and sovereignty interest.
• Evaluates and verifies data to be incorporated into the department’s computerized Board of Trustees Land Document System.
• Evaluates records within the Bureau of Survey and Mapping to determine the extent of the state’s reserved interest (oil and gas, mineral, road right-of-way, etc.) in any given parcel of land.
• Consults with staff legal counsel in determining the state’s title interest in unique or controversial title problems
• Performs computer-aided drafting and design research assignments involving the Board of Trustee’s land records, such as deeds and surveys, as directed by management. This includes interpreting surveys and mapping data found in the federal and state government original survey field notes and plats map/plan, as well as investigating issues or complex legal land descriptions in surveys or land instruments.
• Uses ArcGIS software, AutoCAD software and other graphics design software to create various types of maps and drawings to support the agency’s land acquisition and land management survey programs. Reviews and interprets legal descriptions for land acquisition and land management projects. This includes evaluation of mathematical closures, acreage computations and evaluation and adjustments of survey data.
• Performs other related duties as assigned.

Required Knowledge, Skills and Abilities:

Knowledge of: The methods of data collection and analysis; basic management principles and practices; basic land survey process and procedures

Ability to: Collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices; organize data into logical format for presentation in reports, documents and other written materials; conduct fact-finding research; utilize problem-solving techniques; understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; establish and maintain effective working relationship with others; plan, organize and coordinate work assignments; demonstrate teamwork; engineering practices and procedures; and use surveying tools, equipment and/or instruments.

Skilled in: Operating a personal computer; the concepts, terminology, principles and techniques of surveying file geodatabases: ArcGIS Online; Geoprocessing; acreage calculation in ArcGIS; Coordinate Geometry Programs to plot surveys; ArcGIS Pro and AutoCAD.

Other Requirements:

• Vendor Invoice responsibilities, in accordance with Chapter 215.422, Florida Statute.
• Travel as required.
• Possess a valid driver’s license.

$45,060.11 to $48,000, commensurate with experience.
