This is a professional financial accounting position which requires a level of technical and analytical skills for reviewing and preparing financial reports for the department. This position provides guidance to departmental program and administrative staff regarding the planning, development and implementation of grant policies, procedures and programs, as they relate to financial requirements of federal, state, local governments and private foundations. This position requires a general knowledge of state and federal accounting systems, applicable laws, rules and regulations governing all grants (state and federal). Knowledge and analytical skills are required for the analyzing financial data in preparation of financial reports required for grants. These reports are used to reflect the financial position of the department as to its earnings, expenditures, and deposits into the State Treasury. Duties also include liaison with staff of federal, state, and local governments and departmental staff to accumulate, disseminate, and interpret information relevant to rules, regulations, and policies affecting assigned grants.

Prepare management reports that demonstrate the department’s awards, advances, cash draws from federal, state, local and private resources. Monitor project and grant operations, appropriations, budgets and projected expenditures and recommend necessary budget changes. Reviews approved changes and monitors entries into the accounting system to prepare the required management reports. This includes setting up grant awards in the Grant Information file Florida Accountability Contract Tracking System (FACTS).

Consult with and provide analytical and technical assistance to the department program offices staff in the preparation of state plans, grant applications, and revenue contracts in assuring compliance with financial and administrative requirements. This includes the interpretation of federal and state financial laws and regulations for specific programs. Provide state governmental accounting guidance with capturing the financial expenditure data for all grants.

Analyze all financial data in preparation of federal financial reports required for all grants. Ensure expenditures are in compliance with the approved grant award. Prepare financial reports required by state, federal or local granting agencies based on financial analysis of grant awards, cash draws (income/revenue), support for indirect costs, and summaries of direct costs and verification of allowable expenditures.

Maintains files, electronic/paper & the Grant Master Listing in accordance to OBRM procedures. Provide supporting documentation to the supervisor when a federal, state, legislative, independent, or internal audit is being conducted or request for information has been received.

Cross train with staff within Office of Budget and Revenue Management to help ensure adequate desk coverage and to gain knowledge of OBRM’s operations.

Process expenditure corrections in the FLAIR accounting system as assigned by the grant supervisors.

Responsible for working with the Receiving/Cash & LOC unit to provide financial data necessary to close out grant financial data elements prior to the end of the year. Often requiring financial data analysis for researching outstanding issues.

Required Knowledge, Skills, and Abilities:

Skilled in Microsoft products, especially proficient in EXCEL.

Ability to understand, interpret, and apply laws, rules, regulations, policies, and procedures for financial data.

Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work and activities relating to the financial data.

Ability to recognize the validity, authenticity, and propriety of accounting and financial records.

Knowledge of FLAIR.

Knowledge of Florida State Governmental Accounting.
