This position is located in Tallahassee, Florida

and Responsibilities:

  • Conducts organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Division of State Lands to operate more efficiently and effectively.
  • Assists with the preparation of contracts, task assignments and task assignment change orders for the division. Provides backup support with the following: communicates with the department contracts administrator and legal office to ensure that contracts meet guidelines of statutes, rules, regulations, policies and procedures; processes additional correspondence or corrects contracts to meet guidelines; performs the audits or coordinates the audits of contract invoices and support documentation for payments to the Bureau of Finance and Accounting; coordinates with contract managers and their office staff in reconciling and processing accurate invoices; and monitors task assignments due dates and notifies staff of impending due dates.
  • Conducts division P-card program responsibilities including auditing P-card charges, creating P-card user profiles, ensuring cardholder compliance and assisting staff with Bank of America Works tasks.
  • Responsible for purchasing via MyFloridaMarketplace (MFMP) for the division to include processing specifications and competitive bids, initiating and processing requisitions, managing Purchase Orders, ensuring all goods and deliverables were satisfactorily received and submitting invoices for payment. Monitors purchasing practices to ensure adherence to department procedures and stay abreast of current purchasing policies and procedures governed by the directives.
  • Reviews and processes division travel requests and reimbursements according to the procedures set by the Division of Administrative Services and the State of Florida. Assists travelers with all travel-related matters, as needed.
  • Ensures purchasing transactions are accurate and compliant with prompt payment rules and reported to responsible budget coordinator.
  • Provides backup assistance to other employees in the Purchasing Section.
  • Oversees the compliance of departmental issued wireless equipment and long-distance calls for the division ensuring all personal usage is verified and reimbursed. Responsible for distributing monthly invoices and collecting Certification Forms/Reimbursements for submittal to the Bureau of Finance and Accounting.
  • Performs special projects when assigned.
  • Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

Knowledge of: Administrative principles and practices; office procedures and practices; the method of data collection; the principles and techniques of effective verbal and written communication. Skills in: Using a computer; using the principles and techniques of effective verbal and written communication; collecting, evaluating and analyzing data relating to administrative functions such as report writing; preparing correspondence and administrative reports. Ability to: Collect, evaluate and analyze data relating to administrative functions such as report writing; prepare correspondence and administrative reports; understand and apply applicable rules, regulations, policies and procedures; utilize problem-solving techniques; work independently; plan, organize and coordinate work assignments; communicate effectively verbally and in writing; establish and maintain effective working relationships with others; and demonstrate teamwork.
